Yakima Avenue Ste. 200 <br />Yakima, WA 98902 <br />Dear Ms. Downes: <br />I am responding to your October 10, 2008 letters to Ms_ Mackenzie Moynihan regarding <br />the Wildcat Estates LLC (LP -08-24) and Tiger Estates, LLC (LP -08-22) SEPA review <br />documents. You state that the proposals (LP -08-24, LP -08-22, P-07-09, and SP -07-33) <br />are related. You indicate the combined proposals will result in a total of *29 lots and will <br />require a water right. (*The number 29 should be 25. See RS at end of letter.) <br />My response to this statement is in two parts: <br />1. My wife and I are the owners of SP -07-33 (Eagles Landing) and P-07-09 <br />(Aztec Estates). LP -08-24 (Wildcat Estates) and LP -08-22 (Tiger Estates) are <br />LLC's of which my wife, Melva M. Schmidt, is the manager. These four <br />parcels will not be served by "wells drilled by the same person or groups of <br />persons, at or about the sarne time, in the same area, for the same purpose or <br />project... " My wife and I will not develop any of these subdivisions during <br />our lifetimes. They will all have separate owners if and when they are <br />developed. It is highly unlikely they will ever be developed at the same time <br />and they will not be for the same purpose or project_ The properties involved <br />were a long-time investment by us. We are not developers. Beginning about <br />thirty years ago, we purchased these properties with the intent to subdivide <br />this marginal farmland into home sites. <br />2. Let me address the situation of each of these plats regarding water availability. <br />a. E@gles Landing Sh rt Plat SP -07-33 was approved by Kittitas <br />County as four lots to be served by Group B Mission View Well <br />#05361R. That well was approved for 6 connections and its use was <br />approved for this plat. Four connections are in use, leaving two <br />connections for the three remaining lots in Eagles Landing. I chose to <br />not provide a connection for Lot D because it will probably never be a <br />home site. <br />b. Tiger Estates Plat (LP -08 22}22} consists of 7 lots. My proposal in the <br />SEPA document for that plat is to seek approval to add these lots to <br />Group B Mission View Well #053618 An employee of the Kittitas <br />County Public Health Department suggested that to me. Again, that <br />well is approved for 6 connections and with 7 additional lots; it would <br />serve 13 connections (within the limit for Group B wells). <br />c. Aztec Estates Plat (P-07-09) was approved by Kittitas County as 7 lots <br />to be served by individual wells. One of the lots (G) has an existing <br />
