The PM peak hour level of service (LOS) was calculated for the selected intersections using <br />the 2000 Highway Capacity Manual (Transportation Research Board, Special Report 209) <br />methodology. For signalized intersections, the LOS is defined by seconds of average vehicle <br />delay at the intersection. The seconds of delay are divided into several categories or grade <br />levels, ranging from LOS -A, which is very good, to LOS -F, which reflects a breakdown in <br />traffic flow. Although these letter designations provide a simple basis for comparison, <br />seconds of average vehicle delay should be used as the exact measure of comparison. For <br />unsignahzed intersections, the level of service is defined in terms of stopped time delay for <br />the controlled movements, and is divided into LOS categories A through F. The findings <br />are summarized in Table 3 below. LOS worksheets are included in Appendix C. <br />Nelson Siding Road Intersection Approach LOS Delay <br />(sec) <br />MarionSpringhee Access (Unsignalized) NB A 0.0 <br />Kittitas County has set its level of service standard for rural roads at LOS -C. The intersection <br />at the project access point currently operates at LOS -A. <br />3.5 Collision History <br />A record of the collisions along Nelson Siding Road since 2003 was provided by Kittitas <br />County.
