BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF HITTITAS <br />STATE OF WASHINGTON <br />ORDINANCE <br />NO. 2005 - 35 <br />AMENDMENT TO TITLE 16 <br />KITTITAS COUNTY SUBDIVISION CODE AND TITLE 17 HITTITAS COUNTY <br />ZONING CODE WITH PROVISIONS FOR PERFORMANCE BASED <br />CLUSTER PLATTING <br />Whereas, this ordinance, adopting the Performance Based Cluster Plat for inclusion in the <br />Subdivision Code for Kittitas County, with amendment to the Zoning Code for <br />Kittitas County, contains three different sections of findings, as follows: <br />Section I - Procedural Findings <br />Section II - Board of County Commissioners Findings <br />Section III - Final Decision and Signatures <br />SECTION I <br />PROCEDURAL FINDINGS <br />Whereas, The Kittitas County Planning Commission held numerous public hearings on the <br />Subdivision Code, Title 16, and cluster subdivisions Chapter 17.65 of the Kittitas <br />County Zoning Code, beginning in March of 2003 and continuing through May of <br />2005; <br />Whereas, The Board of County Commissioners received transmittal of the Planning <br />Commission recommendation to approve the Subdivision Code, Title 16, and <br />cluster subdivisions, Chapter 17.65 of Title 17, of the Kittitas County Zoning Code <br />and held a public hearing on June 21, 2005 where public testimony was accepted <br />from those persons wishing to be heard; and <br />Whereas, The Board of County Commissioners continued the June 21, 2005 hearing to July <br />5, 2005, at which time they remanded, by resolution, what was then known as the <br />Environmental Conservation Cluster Plat back to the Planning Commission for <br />inclusion of a public benefit rating system for the calculation of increased density <br />to be applied to plat proposals under what would be known as performance based <br />cluster plats; and <br />Performance Based Cluster Plat Ordinance 2005- 35 Page 1 <br />0301 L <br />
