<br />Planning Commission Annual Docket Public Hearing Staff Report Page 3 <br />November 28, 2017 <br />The use would be allowed by Conditional Use Permit in the Ag 5, Rural 5, Ag 20, Forest <br />& Range, and Rural Recreation zoning districts. This is a citizen-requested amendment. <br /> <br /> Add “Commercial Activities Associated with Agriculture” to land use tables in <br />accordance with Ord. No. 2009-25. These uses were previously approved, but were not <br />added to the tables. Commercial Activities Associated with Agricultures would be <br />allowed by Conditional Use Permit in the Rural Residential, Urban Residential, Ag 3, Ag <br />5, Ag 20, and Commercial Agriculture zoning districts. <br /> <br /> Item requested by the BOCC would add “Manufactured Home Parks” as an allowed use <br />in the General Commercial zoning district. <br /> <br /> Revise KCC 17.15.060.1, Footnote 23 to clarify permitted uses. KCC 17.15.060.1 <br />requires a conditional use permit in Ag 5 and Ag 20 zoning districts, but Footnote 23 <br />allows some uses to be permitted without conditional use permit approval. Two commas <br />would be added to the footnote to clarify that hay processing is one permitted use, and <br />small-scale processing of agricultural products produced on the premises is a separate <br />permitted use. <br /> <br /> Add “Recreational Vehicle Park” as a conditional use in Rural Non-LAMIRD PUD zone. <br />This is a clean-up item from the 2016 docket (Ordinance No. 2016-023). This change <br />was approved in the 2016 ordinance but never reflected in code. <br /> <br /> Amend KCC 17.61.040 to require minimum property line setback of 1.2 times the height <br />of the structure for communication towers. The setback may be reduced provided the <br />applicant can provide evidence that it would not be possible for the tower to fall on <br />neighboring properties. <br /> <br />7. Docket Item 7 – The BOCC proposes to add a dog control ordinance to Kittitas County Code. <br /> <br />8. Docket Item 8 – The BOCC proposes an amendment to the Road Variance section of the Title 12 <br />to include fairness standards including standards for recusal and adherence the appearance of <br />fairness doctrine. This is a recommendation of the Prosecuting Attorney’s office that has been <br />the current practice for the past several months. <br /> <br />Staff recommends that the Planning Commission recommend approval of these items to the Board of <br />County Commissioners. <br /> <br />Attachments: Draft Code Amendments <br />KCC 3.22
