1
Christopher Horner
From:Greg Zempel
Sent:Tuesday, October 03, 2017 2:47 PM
To:Judy Pless; Angela Bugni; Christopher Horner; Doug Mitchell; Julie Kjorsvik; Lisa Young;
Mandy Buchholz; Neil Caulkins; Rebecca Schoos; Stephanie Hartung; Susan Looker
Cc:Jill Scheffer
Subject:RE: Claim for Damages Beeson, Jody
So, I dealt with the person filing the claim, Jody Beeson at the Fair and spoke with her after the Fair. She was contacted
by EPD outside of the Fairgrounds as she was walking a wagon with her two kids inside the wagon in the street (yes,
traffic was travelling on the street in front of the pool and LE thought not the best idea). The mother has some
challenges this is true, and has been contacted by LE in the past for behavior. She was not committing a crime at the
time of contact, EPD was acting out of concern for her and children, but she has not violated the law and was allowed to
enter the Fairgrounds. Reserves and perhaps EPD continued to follow her, then EPD pulled off to a highly intoxicated
woman out front. As I was responding to see what needed to happen with the woman who was so intoxicated she
thought she was at the Puyallup Fair, I heard a heated discussion involving Ms. Beeson’s daughter and LE inside the
Fairgrounds gate (was outside Front Gate with drunk lady and LE).
When I got inside, mother was taking her children and wagon and leaving, claiming she was being harassed because LE
was following her around asking her questions, and would not let her enjoy the Fair. Attempted to intervene but it
appeared that LE had already suggested she might want to leave. She was not violating the law, had not been
trespassed by Fair, and so I was a bit curious as to what going on. Daughter did not speak with me, mom said LE had run
her daughter off and Gma (claimant) now upset because she had purchased Fair admission and ride bracelets (and
caramel apples). She did not know why LE was taking the steps with her daughter, they could not explain to me what
concern they had for her presence, other than suspicion that she was on drugs (possible, but…).
I told grandma that she could contact me the next day and I would make their visit right. I saw mom and kids at Fair the
next day, but did not see GMa. Gma called me after the Fair and I explained the claims process and told her I would
recommend to the County to cover her costs for fair admission $20.00 (2 adults) and $50.00 for ride bracelets (2 kids). I
recall that the kids were eating caramel apples, and so I think they got what they paid for in that regard. I do
recommend paying them the $70.00 as I am not certain that had LE just let them proceed after getting them out of the
street that things would have been an issue. I understand why LE did what they did, but I think it resulted in an outcome
that was not correct, thus my recommendation.

From: Judy Pless
Sent: Tuesday, October 03, 2017 10:56 AM
To: Angela Bugni; Christopher Horner; Doug Mitchell; Greg Zempel; Julie Kjorsvik; Lisa Young; Mandy Buchholz; Neil
Caulkins; Rebecca Schoos; Stephanie Hartung; Susan Looker
Cc: Jill Scheffer
Subject: Claim for Damages Beeson, Jody

Please find attached a claim for damages filed by Jody Beeson.
