Ordinance No. 17-012 titled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />KITTITAS, WASHINGTON, DECLARING AN INTENT TO ANNEX THE VOLUNTEER FIRE <br />DEPARTMENT OF KITTITAS TO KITTITAS COUNTY FIRE DISTRICT 42, AND PLACING <br />ON THE NOVEMBER GENERAL ELECTION BALLOT" adopted at a regularly scheduled City <br />Council Meeting on July 11, 2017 nunc pro tunc for July 7, 2017. <br />Section 5. Severability. <br />Should any section, paragraph, sentence, clause or phrase of this ordinance, or its application to any person <br />or circumstance, be declared unconstitutional or otherwise invalid for any reason, or should any portion of <br />this ordinance be pre-empted by state or federal law or regulation, such decision or preemption shall not <br />affect the validity of the remaining portions of this ordinance or its application to other persons or <br />circumstances. <br />Section 6.
