If agencies other than KCPHD are needed to participate in disease control, the Health <br /> Officer/Commander may request activation of the county Emergency Operation Center. <br /> 10. Patient isolation and quarantine may be used per WAC 246-100-040 “Procedures for <br /> Isolation or Quarantine.” (Annex B). <br /> 11. Procedures for requesting laboratory support for establishment of diagnoses and to <br /> help determine the scope of the potential bioterrorism incident/epidemic disease are <br /> found in Functional Annex A, 24/7 Laboratory Procedures. <br /> 12. Healthcare support and mass casualty management: The Incident Commander will <br /> coordinate with Kittitas Valley Healthcare (KVH) and Emergency Medical Service <br /> providers to determine the ability of the local community to respond to the disease. If <br /> community resources are about to be or are already overwhelmed, the Incident <br /> Commander may request assistance through the Emergency Management Division. <br /> Request for assistance is completed through the Emergency Management office via the <br /> Kittitas County Sheriff’s Office. (Emergency Contact List in Annex E/Attachment C) <br /> <br />C. Recovery Phase <br /> 1. Environmental Restoration. Steps for environmental restoration may be determined at <br /> the time of the incident by the Incident Commander and the Command Staff, based on the <br /> Centers for Disease Control and Prevention (CDC) protocols for the organism or agent <br /> involved. The County Health Officer will give final approval for all protocols performed. <br /> 2. Re-entry Authorization. Re-entry authorization will be determined at the time of the <br /> incident by the County Health Officer or Health Officer designee. Determination will be <br /> based on CDC protocols for the organism or agent involved. The County Health Officer <br /> will give final approval for all protocols performed. <br /> <br />D. Surge Capacity <br /> 1. All KCPHD staff may be expected to respond to provide surge capacity. Training will <br /> be provided to personnel using Just in Time (JIT) training during the initial briefing. JIT <br /> will be performed by the Incident Commander or designee and will include relevant <br /> safety information as well as other necessary instructions. <br /> 2. Training to prepare KCPHD personnel will be completed via FEMA independent <br /> study courses. Additional training may include exercises with Region 7 partners, <br /> KCPHD annual emergency exercise, or additional FEMA trainings. <br /> 3. A staffing list for surge capacity to provide staffing needed and how KCPHD will <br />fulfill those needs is provided in <br /> <br /> <br />VI.
