and competition facilities was funded by the state legislature in the 2007-2009 capital budget. <br />Phase II,which expands upon those basic amenities,has been ongoing since that time and <br />includes acquisition of equipment,horse stalls,bleacher seating,electricity extensions,cattle <br />pens,jumps and fencing,etc.as well as development of a fourth arena,cross country courses, <br />competitive trail obstacle course,etc.The Park is now ready to initiate Phase III which includes <br />this project (a covered arena)plus eventual expansion of stabling,parking and a final (sixth, <br />uncovered)arena to attract and host major regional,national and international competitions. <br />A Covered Arena was identified as a key facility as early as 1991 in the first Washington State <br />Horse Park feasibility study,which was funded by the Washington State Department of <br />Community Development.Recreation and Showing/Competition comprise 71%of US horse <br />usage (source:AHCF 2005).This segment is different from the SCORP segment of equine <br />activity,which is limited to trail riding. <br />The Covered Arena itself will comprise the following features: <br />1.The competition arena is 150 feet x 300 feet. <br />2.A 25-foot wide "porch"wraps around the arena,resulting in a building that is 200 feet in <br />width and 350 feet in length. <br />3.Features of the porch: <br />•Floor level of the porch is the same as the competition arena,so gates can be placed to <br />enter the arena at any location. <br />•Portable seating can be placed at any location in the porch,depending on the needs of <br />the event. <br />•Judges stands can be placed at any location in the porch,depending on the needs of the <br />event. <br />•The porch can be used for competition warm up and to protect the horse and rider from <br />adverse weather while waiting to compete. <br />•The porch protects the competition space from direct sunlight and from rain. <br />•Roll-down mesh screens can be installed at select locations at the outer wall of the <br />porch (portions at north and west)to protect from wind.These can be motorized and <br />controlled from a single location. <br />•Eave height of the porch is 16 feet,so horses can enter at any location. <br />•The porch can be used for storage of event equipment. <br />•Vendors,concessionaries and hospitality areas can be conveniently staged within the <br />porch area. <br />4.Lighting the Arena <br />•The eave height around the entire structure is 16 feet so light arrives evenly from all <br />sides. <br />•A translucent panel skylight at the ridge balances the lighting for the arena. <br />•Lighting would be provided for night events. <br />5.Gable Ends <br />•The gable ends above the wraparound porch are solid,providing space on the outside <br />for the arena logo and name and on the inside for scoreboards and advertising. <br />•Air vents and/or mechanical circulation may be placed in the end gables if needed. <br />6.Structure and Materials <br />3
