Tourism-Related,Large-Scale Municipality-Owned Capital Project Narrative <br />1.Project Description:Please describe the project in detail.Indicate the major work to be <br />completed,any milestones that need to be overcome in order for the project to move <br />forward,and include a comparison of existing and proposed conditions. <br />This project will include four elements: <br />Element 1:The constructionof a new livestock/multipurpose barn structure at the Kittitas <br />Valley Event Center and improvements to the existing Bloom Pavilion.The overall intent of the <br />project is to improve the usability of the facility,to increase to livestock-holding capacity overall <br />by increasing space and stalling flexibility,to improve accessibility,and to improve safety. <br />Element 2:The existing "Clockum"barn,which is undersized and inefficient,directly to the east <br />of Bloom Pavilion will be torn down.In its place will be constructed a new "lean-to"structure, <br />approximately 10,000 square feet in size.The structure will be solid-walled but primarily open <br />inside with no obstructions,thereby allowing maximum flexibility of use and temporary stalling <br />configurations to accommodate varying breeds and sizes of livestock.The interior will also be <br />designed with accessibility and proper drainage in mind.The exterior of the new structure will <br />be designed to blend with the character and design of the existing barns on site. <br />Element 3:Bloom Pavilion will be upgraded to improve ventilation,accessibility,and heating <br />will be added.In addition,openings will be added to allow pass-through access between Bloom <br />Pavilion and the new structure.The footing surface in Bloom Pavilion will also be replaced and <br />aesthetic improvements will be made to blend the appearance of Bloom Pavilion with the new <br />structure and existing livestock barns. <br />Element 4:Also included in this project is the construction of new livestock cleaning facilities. <br />Current livestock cleaning facilities are located across from the livestock barns and Bloom <br />Pavilion.This forces animals and their handlers to cross a very busy travel corridor during large <br />events in order to utilize the washing facilities.In addition,the current facilities are poorly <br />constructed and lack proper drainage infrastructure.This is an important upgrade that will <br />improve the safety of the animals,their handlers,and those utilizing the travel corridor behind <br />Bloom Pavilion and the livestock barns. <br />2.Kittitas County Tourism Infrastructure Plan:Please explain how the project meets the <br />Goals and Actions in the Kittitas County Tourism Infrastructure Plan as adopted.Also, <br />describe the specific county tourism infrastructure needs the project addresses and how the <br />project directly increases tourism.Explain how the improvements will promote tourism in <br />Kittitas County and indicate specifically how the improvementswill directly increase <br />economic activity resulting from tourists. <br />This project speaks directly to several goals contained within the Kittitas County Tourism <br />InfrastructurePlan.First,this project seeks to satisfy tourists in congruity with Goal 4.We <br />know that the use of the Event Center facilities continue to grow each year.We also know that <br />the needs of the users continue to change and evolve.Livestock is larger and more diverse <br />today than what the facility was originally designed to handle.This creates capacity and safety
