executivesummary (cont.) <br />History: <br />The Ellensburg Rodeo started in 1923 and has a long and storied history.The Kittitas County <br />Fair and Rodeo Grounds are listed as a Historic District with the south covered grandstand <br />and surrounding race track being significant historic elements.The existing west grandstand <br />is proposed to be removed and replaced with a new grandstand in its location.Due to the <br />historic nature of the site and the age of the existing grandstand,discussions are currently <br />ongoing regarding Historic Preservation and mitigation measures.The Washington State <br />Department of Archeology and Historic Preservation (DAHP)will have criteria for mitigation <br />measures the project that must be met if the funds come from the state.The final scope of <br />these mitigation measures are currently being negotiated between Kittitas County and DAHP at <br />this time. <br />The existing Gold Buckle Club,original Historic Grandstand,Section 9 seating area,and <br />Buckaroo seating sections currently exist and are not intended receive improvements as part of <br />this project. <br />Preliminary Cost Estimate: <br />The total probable project cost for the work described in this Design Development report is <br />shown below.A breakdown of the construction costs is provided in the Appendix.Escalation <br />cost has been added assuming a start date of August 2018. <br />Probable construction cost:$7,470,000 <br />Project soft costs @32%:$2,391,000 <br />(Soft costs include design fees,sales tax,escalation <br />5%construction contingency,testing and other costs.) <br />Total Project Budget:$9,861,000 <br />kittitas county •ellensburg rodeo arena seating
