•Action 7:Regional athletic competition facilities -This project will improve the <br />Ellensburg Rodeo Arena grandstands,concessions,and on-site water and restroom <br />facilities in the City of Ellensburg as considered by this action.The Ellensburg Rodeo <br />Arena is considered a regional athletic competition facility for both the performers and <br />their livestock. <br />•Action 9:Historic district designation and interpretation -The Ellensburg Rodeo Arena <br />is a significant historic site in Kittitas County.The Kittitas County Fair and Rodeo <br />Grounds are listed as a Historic District with the south covered grandstand and <br />surrounding race track being significant historic elements.A component of this project, <br />as discussed with the Washington State Department of Archaeology and Historic <br />Preservation,is to include historic interpretation in the form of photographs and <br />narrative as part of the new facility.As stated in this action,we will install signage of <br />this significant historical site for public interpretation. <br />The specific tourism infrastructure need this project addresses is the need to improve public <br />safety,increase accessibility,and modernize a heavily-used facility at the Kittitas Valley Event <br />Center that attracts tens of thousands of tourists to Kittitas County throughout every year.In <br />addition,it will as serve to assure the future success of the single largest tourism-related event <br />each year in our county.The Ellensburg Rodeo and Kittitas County Fair,held each year over <br />Labor Day weekend,continue to grow in attendance and economic benefit.The Ellensburg <br />Rodeo is clearly the central event and draw for the combined Labor Day Weekend celebration. <br />These improvements will also serve to improve the quality of the Ellensburg Rodeo Arena <br />overall which should enhance its attractiveness for use by other tourist-drawingevents <br />throughout the remainder of the year,thereby increasing tourism year-round. <br />The vast majority of events which utilize the Ellensburg Rodeo Arena and draw tourists to the <br />area are multi-day events.To participate,competitors and fans must include at least one <br />overnight stay as part of their experience here.Of course,all related spending (food,supplies, <br />entertainment,etc.)is also a benefit of such multi-day events.These improvements should <br />result in increased demand for the facilities and therefore increased use by tourist-drawing, <br />multi-day events resulting in increased economic activity for local businesses and improved <br />sales tax,lodging tax,and admissions tax revenue for local governments. <br />3.Real Property:If real property acquisition is a component of the project,please explain. <br />Include any information of property already secured or evidence of the ability to secure the real <br />property. <br />There is no real property acquisition component of this project.All required real property is <br />already under ownership of Kittitas County. <br />4.Coordination:Please explain how this project has been coordinated with other jurisdictions <br />as well as affected stakeholders.Please include letters of support from stakeholders. <br />This project has been coordinated with several groups of stakeholders.To begin with,the <br />development and adoption of the Kittitas Valley Event Center Master Plan included numerous <br />outreach efforts and robust involvement by the general public.These efforts included voter <br />surveys,several focus group meetings,the inclusion of a citizens advisory committee,several
