Amended 4-27-17 14 <br />installation or construction and acquire a Land Use Agreement for any portion of the <br />development plans that lie within the BPA’s right of way. <br /> <br />Response: Big Creek Trails Planned Unit Development will apply and gain <br />approval from BPA for any activity within the BPA right of way prior to use. <br /> <br />2. Water <br /> <br />a. Activities such as road widening, stump pulling and clearing, grading and fill <br />work and utility placements may require an NPDES Construction Stormwater Permit <br />issued by the Department of Ecology prior to start of construction. This permit requires <br />the preparation of a Stormwater Pollution Prevention Plan (Erosion Sediment Control <br />Plan). It is the applicant’s responsibility to contact the Department of Ecology. <br /> <br />Response: Big Creek Trails Planned Unit Development will apply and gain <br />approval of Stormwater Pollution Prevention Plan prior to the start of <br />construction. <br /> <br />b. On-site stormwater management that conforms to the specifications of the most <br />current version of the Stormwater management Manual for Eastern Washington is <br />required of this development. Stormwater systems shall be designed to store stormwater <br />generated by a 24-hour, 25-year storm event. Stormwater system designs shall be <br />prepared and stamped by a civil engineer licensed in the State of Washington. The <br />stormwater system design shall be presented to Public Works and reviewed by the <br />County Engineer prior to issuance of final plat approval. The stormwater system <br />construction shall be certified by a licensed engineer prior to issuance of any building <br />occupancy permit. <br /> <br /> <br />Response: Big Creek Trails Planned Unit Development will design and submit to <br />Kittitas County Public Works a Stormwater Management Plan for, at a minimum, <br />each final plat presented for approval to Kittitas County. <br /> <br />c. All water proposed to be used must be obtained from a water budget neutral <br />source meeting conditions of Kittitas County Code Chapter 13.35. <br /> <br />Response: Big Creek Trails Planned Unit Development will obtain all water <br />required by the Big Creek Water Bank. Big Creek Trails Planned Unit <br />Development currently owns, through the Big Creek Water Bank, adequate water <br />for full development of the Big Creek Planned Unit Development. <br /> <br />d. Withdrawals of groundwater on the subject property are subject to the rules and <br />regulations adopted and administered by the Washington State Department of Ecology; <br />this includes the use of water for irrigation. Legally obtained water must be used on-site. <br />
