County Engineer <br />DATE: February 6, 2017 <br />SUBJECT: Yakima River Canyon Marathon and Half Marathon Event Application <br />After review of the application and letter dated January 24, 2017 for the proposed Yakima River <br />Canyon Marathon and Half Marathon Event. I have found that the Yakima River Canyon <br />Marathon committee attempted to address Traffic Control on Public Roads under section three <br />and four of the aforementioned letter. Section three states the Yakima River Canyon Marathon <br />committee is working with the Yakima and Kittitas sheriff's departments, Yakima and Ellensburg <br />police departments, and WSDOT to provide a safe race. Section four states that only local area <br />residents, fisherman, volunteers and course officials will be permitted on State Highway 821 <br />from 7:00 a.m. until 3:00 pm. And that passes will be issued to those who require access during <br />that time. Additionally it is identified that WSDOT will be working to assist in notification of the <br />closure to trucks and other traffic. <br />I do not see where it is identified how traffic control techniques will be administered along the <br />County roadways. According to the map depicting the course, Canyon Rd, Berry Rd, Tjossem <br />Rd, and Woodhouse Loop will all be affected in conjunction with State Highway 821. <br />The applicant will be required to provide Kittitas County Public Works with additional information <br />on the proposed traffic control strategies to be implemented along County roads for review and <br />approval. Traffic control strategies shall b,, in a manner that not only facilitates the event <br />participants but also the local traffic. Additionally the applicant will be required to issue <br />advanced notification of any traffic impacts or modifications associated with their traffic control <br />proposal. <br />The application and letter provided indicates that other potential issues associated with Law <br />Enforcement/EMS needs, Health and Environmental, and bonding etc. will be addressed by <br />other departments.
