Almost as many respondents felt <br />that easy access to educatfonal materials would encourage cleaner burning practfces as well. A much <br />smaller percentage of the general populatfon felt that stricter fines or penaltfes would be effectfve <br />motfvatfon for enhancing cleaner burning practfces.
