State Park hunger Lance Elliot, who is responsible for maintaining the existing State Park <br />trail from Thorp to the Columbia River, pointed out that his observations from working with <br />neighbors along the trail outside the City is that the trail has been a good neighbor, and he has <br />not heard complaints about noise or litter. In fact, trail users have, been observed to pick up <br />litter along the trail. <br />Implen-tentation <br />How will the trail get built? Many steps will be necessary, but the most critical one is to get the <br />corridor defined and established in public policy documents and to get options and agreements <br />on the critical pieces of property for Community leaders to pursue. The City Council will <br />consider plans soon, and we are now preparing cost estimates for various options. The total <br />cost to acquire ROW and build the trail may approach $1.5 to 3.5 million depending on many <br />variables, such as exact routes, widths, and how many features are included. The City's portion <br />of this cost could be as little as ao% or as much as 75%, depending on many variables, such as <br />availability of State, Federal matching grants and City project funds. Implementation can occur <br />as part of the other projects that are mentioned above, and as part of the City's parks, recre- <br />ation and public works projects over the next2o-3o years. It is obviously critical to have a <br />corridor and vision in hand first, to avoid being faced with new developments blocking the path <br />of the trail corridor. <br />Email from Kittitas County Public Works Department <br />z/o1 <br />John, <br />Just wanted to compliment you on the public meering for the John Wayne <br />Trail Connection. I think you were able to bring out a lot ofgreatpoints <br />andgotpeople thinking. Itgot me thinking. Ifthe college is willin& I <br />think the best route for the John Wayne Trail connection is upAlder and <br />down Dean Nicholson Ave. Its the shortest, most direct route. The crossing <br />of Vanatagd&b street is a better location. Apply the concept that you <br />have for Willow street, trail down the middle, street on either side. But <br />what I really thought was that the designs and concept should not be <br />mutually exclusive. Although the JWT mightgo through CPU, I think we <br />should still proceed ahead and establish a trail/buffer along the airport, <br />bowers road and reecer creek. The idea ofa buffer and trailsystem along <br />the northern part of the city that also connects to a trail around the <br />airport may seem foolish now, but in 2o-3 o, years it maybe a highlight of the <br />city.
