I. BACKGROUND INFORMATION
Proposal: A Road Variance from Ben and Vikki Carpenter, owners of parcel 088034 located at
1160 West Sun East Rd, Ellensburg, WA and applicant Jamie Lopez. The applicant is requesting a
variance from the 2024 Kittitas County Road Standards:
■ 12.04.04.050 Private Road: Road Certification Requirement
■ 12.04.04-1 Private Road Minimum Standards: for road width and shoulder
requirements.
The applicant is requesting to waive the private road certification requirement on their single-
family residence access permit. The existing private road does not meet the minimum width
requirement.
Proposed Mitigation: The applicant proposes installing 2 fire apparatus turnouts approximately
30 feet in length to mitigate for the width of the road.
Site Information: Parcel 088034 is located at 1160 W Sun East Rd Ellensburg, WA and is
identified as Tract 11 of the Sun East— Unrecorded Plat Division XII established in 1971. The
applicant's property is approximately 4150 feet from Robbins Road.
During a site visit, County staff measured W. Sun East Road at widths ranging from 16 to 20 feet,
with a grade of less than 10%. The road appeared to have been recently graveled and graded;
however, vegetation encroachment was observed. A drainage ditch borders the west side of the
road, while utilities are located within 5 feet of the road on the east side.
The parcel is located within the Forest and Range Zoning District and is serviced by the
Washington State Department of Natural Resources (DNR). The parcel is not within a fire
district.
W. Sun East Road is accessed via Robbins Road. The private road portion of Robbins Road is
certified to Chukar Ridge Road. In 2022, Robbins Road had an Adjusted Average Daily Traffic
(AADT) count of 218 vehicles.

Permits: Parcel 088034 has an active permit for access, AC-26-00090 for a single-family
residence.
Location: Parcel 088034 is addressed as 1160 West Sun East Rd in Ellensburg, WA. It is located
in Township 19N, Range 18E, Section 10.
II. POLICY AND REGULATORY REQUIREMENTS IN RELATION TO REQUEST
The proposal for a variance is to waive the 2024 Kittitas County Road Standards:
■ 12.04.04.050 Private Road: Road Certification Requirement
■ 12.04.04-1 Private Road Minimum Standards: for road width and shoulder
requirements.
III. SUGGESTED FINDING OF FACTS
This matter having come before the Road Variance Committee upon the above referenced Road
Variance Application submitted by Ben and Vikki Carpenter, owners of parcel 088034, and
applicant Jamie Lopez, the Road Variance Committee makes the following Findings of Facts,
Conclusions of Law and Decision related to the above referenced matter:
1. The Road Variance Committee finds that Ben and Vikki Carpenter, owners of parcel 088034
and applicant Jamie Lopez submitted a road variance application on October 21", 2026.
2. The subject property is located at 1160 West Sun East Rd, Ellensburg WA.
3. The Committee finds that the applicant is asking for a variance to the 2024 Kittitas County
Road Standards:
■ 12.04.04.050 Private Road: Road Certification Requirement
■ 12.04.04-1 Private Road Minimum Standards: for road width and shoulder
requirements.
The applicant is requesting to waive the private road certification requirement on their
single-family residence access permit.
4. The Committee finds that the applicant proposes installing 2 fire apparatus turnouts
approximately 30 feet in length to mitigate for the width of the road.
5. The Committee finds that an open record hearing was held on November 181", 2026, and
that testimony was taken from those persons present who wished to be heard.

6. The Committee finds that the proposal is/is not in the public interest and that the
requirements for safety function, fire protection, appearance and maintainability are fully
met as required by Kittitas County Code (KCC) 12.01.130.
7. Committee finds that additional conditions is/are not necessary to protect the public's
interest.
