While fees, grants, and other cost recoveries help offset expenses, they do not eliminate the need for General Fund support. 2027 revenue is estimated at approximately $5.6 million. These funds also face ongoing cost pressures and are not a substitute for flexible General Fund revenue. • Capital priorities: Distinguish existing project commitments from new requests, and evaluate projects based on urgency, service impact, funding availability, and long-term operating costs. The key challenge is sustaining public safety and emergency response capacity while balancing growing personnel costs, limited flexible revenue, and competing capital needs.
