KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: September 28, 2026 <br /> TOPIC: Request to Approve a Resolution Accepting <br /> Washington State Department of Transportation <br /> Aviation Division grant GCC 1495 Supporting <br /> the Bowers Field Hangar Taxilane Complex <br /> Project <br /> ACTION REQUESTED: Approve a Resolution <br /> LEAD STAFF: <br /> Josh Fredrickson <br /> RECOMMENDATION: <br /> Approve a resolution authorizing the Public Works Director signature on the WSDOT <br /> Aviation Division grant agreement GCC 1495 accepting the grant funding. <br /> BRIEFING SUMMARY: <br /> • The Federal Aviation Administration(FAA)provided a grant to support the <br /> construction of the Hangar Taxilane Complex Project <br /> • FAA grant requires a local match <br /> • An Airport Aid application was submitted to the Washington State Department of <br /> Transportation Aviation Division for Bowers Field improvements <br /> • WSDOT Aviation Division has noticed Kittitas County of an award, and provided <br /> an associated Grant Agreement <br /> BACKGROUND: <br /> An Airport Layout Plan(ALP) for Bowers Field was approved in 2018 by Resolution <br /> 2018-136. The ALP identifies existing facilities and future facilities at Bowers <br /> Field. One of the future facilities identified on the ALP is the development of a <br /> Hangar Taxilane Complex area located on current vacant lots H-3 and H-4. This <br /> Taxilane project will allow for additional hangar space to be constructed and <br /> associated access to the active runway. <br /> DISCUSSION: <br /> The Federal Aviation Administration previously provided funds for the design of the <br /> hangar taxilane complex. The FAA provided funding through grant number 3-53-0026- <br /> 025-2026. <br />
