Generally,development regulation amendments are processed <br /> concurrently with this cycle. Due to the time sensitive nature of the following <br /> 2 items,the CDS Director has determined it necessary to initiate a development <br /> regulation amendment cycle despite suspension of the formal Annual Docket <br /> Cycle. This authority is granted under KCC 15B.04.020. <br /> The following items will be brought before the Planning Commission in the <br /> coming months for consideration and recommendation to the Board of County <br /> Commissioners. CDS is presenting these draft documents now to solicit <br /> feedback from the Planning Commission prior to initiation of the formal <br /> process. No action is being requested at this time. <br /> BACKGROUND: Item#1—Short Term Rental Regulations <br /> On March 5, 2024 the Board of County Commissioners created the Kittitas <br /> County Short Term Rental Committee through Resolution 2024-049. The <br /> Committee was tasked with determining if STR regulations were needed and <br /> then later tasked with creating draft regulation under Resolution 2025-093. The <br /> Committee worked for two years soliciting public feedback and drafting <br /> regulations. The Committee produced and voted to approve draft regulations <br /> which then underwent an initial legal review where some revisions were <br /> recommended, and County legal is currently reviewing this revised document. <br /> The draft regulations will be brought to the Planning Commission in the next <br /> few months with a request for a recommendation to the BOCC. These draft <br /> regulations are being provided to the Planning Commission as an introduction <br /> to the material and to provide an opportunity to address questions. No action is <br /> being requested at this time. <br /> Item #2—SEPA Appeal Revisions <br /> SEPA appeal processes are an important part of the project permit public <br /> process, ensuring a mechanism to review County SEPA determinations for <br /> procedural and substantive integrity. Recent SEPA appeals have resulted in <br /> COMMUNITY PLANNING•BUILDING INSPECTION•PLAN REVIEW•ADMINISTRATION•PERMIT SERVICES•CODE ENFORCEMENT <br />
