BACKGROUND INFORMATION <br />Proposal: A Road Variance from Kristen & Daniel Jentges, owners of parcels 474234 / 414234 <br />located at 730 Alford Rd, Ellensburg, WA. The applicant is requesting a variance from the 2024 <br />Kittitas County Road Standards, Section 12.04.07.050, Access Placement Standards, specifically: <br />■ #7: No more than one access shall be granted to an individual parcel or continuous <br />parcels under the same ownership. <br />■ Table 12.04.07-2 Access Spacing Requirements <br />■ Commercial Approach Requirements— Paved approach <br />The applicant is requesting a variance for the construction of a second access for commercial <br />use on Alford Road. This request utilizes an existing agricultural access point that does not meet <br />the access spacing requirements. <br />Proposed Mitigation: The applicant proposes trimming vegetation to improve line of sight. <br />Site and Traffic Information: The subject property consists of two lots with approximately 932 <br />feet of frontage along Alford Road. The proposed commercial access would utilize an existing <br />agricultural access, resulting in approximately 120 feet of spacing between the residential and <br />commercial access points. Alford Road has a posted speed limit of 50 MPH and requires a <br />minimum access spacing of 300 feet. <br />The residential access is approximately 19 feet wide, while the improved agricultural access is <br />an approximately 32 feet wide. Work has been completed to improve the agricultural access. <br />The agricultural access has been constructed to connected to the existing residential access <br />forming a loop for fire ingress/egress around existing structures. Commercial access permit is <br />required. <br />The adjusted average daily traffic (AADT) on Alford Road, measured at milepost 0.96 in 2022, is <br />585 vehicles per day.
