Kimley»)Horn <br />MEMORANDUM <br />To: Chad Bala, Community Development Services Director <br />Jeremy Jonston, Long Range Planner <br />From: Kimley-Horn and Associates, Inc. <br />Date: March 9, 2026 <br />Subject: March 17, 2026 —2026 Periodic Comprehensive Plan Update Public Hearing <br />We look forward to the opportunity to present to the Kittitas County Planning Commission (PC) prior to the <br />Public Hearing for the Comprehensive Plan periodic update with new Climate element and Easton Subarea <br />Plan. <br />We will provide a brief presentation on: <br />• Public hearing overview and schedule <br />• Summary of 30-day public comment period <br />• Overview of key proposed changes to the Comprehensive Plan with new Climate element and Easton <br />Subarea Plan <br />• Next steps <br />This presentation is intended to provide a high-level overview of the changes. Please be aware that the March <br />public hearing does not include draft development regulations or the updated critical areas ordinance. <br />Opportunities for public comment on proposed draft development regulations, including critical areas <br />regulations will be provided separately. The Planning Commission will also hold a separate hearing on <br />proposed development regulations changes being evaluated as part of the Comprehensive Plan periodic <br />update. <br />Public Hearing and Comment Period <br />PUBLIC HEARING PROCESS <br />A public hearing is scheduled for March 171h with additional tentative dates scheduled for March 181h and <br />March 19th. The record has been closed for acceptance of additional written comments (see paragraph <br />below) but verbal comments will be accepted at the public hearing. The additional dates are intended to <br />allow for additional public comment, if needed, or to allow for ample time for Planning Commission <br />deliberations after public comment has been received. However, it is anticipated that the Planning <br />Commission will close the public record for additional verbal comments on March 17th so Planning <br />Commission deliberations may begin and a recommendation may be made to the Board of County <br />Commissioners. <br />30-DAY COMMENT PERIOD SUMMARY <br />Between January 29th, 2026, to March 2nd, 2026, Kittitas County initiated a 30-Day comment period on the <br />Draft Comprehensive Plan Update, new Climate Element and Easton Subarea Plan. The draft development <br />regulations and the draft critical areas ordinance were not included as part of this 30-Day comment period. <br />Kimley-Horn supported the County in collecting comments. Comments were submitted via the online form at <br />
