KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT AGENDA DATE: March 9, 2026 ACTION REQUESTED: Request to approve a Resolution authorizing Board Chair signature on deeds for additional Right of Way on Bullfrog Road BACKGROUND: In 2002 the Cle Elum City Council approved a Master Plan and a Development Agreement to govern the future development of land located in the western part of Cle Elum, for a project known as Bullfrog Flats. A portion of the project abuts Bullfrog Road, a County Road. This Bullfrog Flats development is a mixed-use development including residential units. On March 25, 2025 the Cle Elum City Council approved the master plat, boundary line adjustment and three preliminary plat phases submitted by Bullfrog Flats, LLC. To mitigate traffic impacts resulting from the development on Bullfrog Road, a roundabout is to be constructed at one of the entrances to the development. Public Works has been working with the developer and their engineer on the roundabout plans. Additional right-of-way has been identified as needed for the construction of the project. Currently Bullfrog Road has 60-feet of right-of-way, which is insufficient for the proposed roundabout. Bullfrog Flats, LLC owns property on the south side of Bullfrog Road and Suncadia Community Council owns property on the north side of the road. The developer has worked to obtain additional right-of-way to accommodate the roundabout and desires to provide this to the County. The additional right-of-way area will be sufficient to construct and maintain the roundabout.
