BACKGROUND INFORMATION <br />Proposal: A Road Variance from Pete Ross — Cross Valley Training LLC, owner of parcels 880833, <br />890833, and 840833 located at 24661 Vantage Hwy, Ellensburg, WA. The applicant is requesting <br />a variance from the 2024 Kittitas County Road Standards, Section 12.04.070.050, Access <br />Placement Standards, specifically: <br />• Section #7: No more than one access shall be granted to an individual parcel or <br />continuous parcels under the same ownership. <br />The applicant is requesting a variance from these standards to allow construction of a second <br />(commercial) access onto Vantage Highway, while abandoning the current residential access. <br />The intent of this request is to minimize disturbance to cultural resources identified within the <br />existing access area located on Department of Fish and Wildlife property. <br />The proposed access location meets applicable access spacing requirements, will have sufficient <br />site distance, and is situated where the terrain is less steep, making it more suitable for safe <br />construction and long-term use. In addition, the subject property has completed a cultural <br />resources survey for the 137-acre project site, which identified a single cultural site. <br />Site and Traffic Information: The subject property has approximately 1,600 feet of frontage along <br />Vantage Highway, which has a posted speed limit of 50 miles per hour. The proposed access is located at <br />milepost 16.12. <br />The adjusted average daily traffic (AADT) on Vantage Highway, measured at milepost 11.16 in <br />2025, is 642 vehicles per day. Within five miles in either direction of the proposed access, six <br />traffic accidents have been reported over the past five years. <br />In the vicinity of the proposed access, Vantage Highway includes both vertical and horizontal <br />curves, as well as a side slope associated with the road cut, which may limit sight distance. <br />Proposed Mitigation: The applicant proposes installing a gate at the existing residential access <br />and restricting its use to emergency vehicles only. This measure will eliminate regular traffic <br />from the existing access point, while maintaining necessary emergency access.
