KITTITAS COUNTY <br /> JOINT BOARD OF COUNTY COMMISSIONERS AND PLANNING COMMISSION <br /> MEETING MINUTES <br /> TEANAWAY HALL - 901 E 7th AVE, ELLENSBURG <br /> Special Meeting <br /> MONDAY 6 : 00 PM December 15, 2025 <br /> Board members present: Brett Wachsmith, Cory Wright, Laura <br /> Osiadacz, Bruce Coe, Joseph Pearson, Judith Jackson, Scott <br /> Carlson, Warren Taylor, Bill Hinkle, and Pat Deneen. <br /> Absent: None <br /> Others : Jamey Ayling, Jeremy Johnston, Chad Bala, Ellie Myers, <br /> Zach Torrance-Smith, Bradley Gasawski, Jessica Miller, Clerk, <br /> (Community Development Services) and Clay White, Erin O' Kelley, <br /> Sheridan Payne (Kimley-Horn) and two (2) members of the public. <br /> The meeting was called to order at 6:00 P.M. <br /> CALL TO ORDER <br /> CITIZEN COMMENTS (1 min. time limit) <br /> Debbie Bogart - Resident - Ms . Bogart stated she is involved in <br /> the sub-area planning for Easton and is here to see how this <br /> process moves forward. <br /> NEW BUSINESS <br /> A. KIMLEY-HORN PRESENTATION <br /> CLAY WHITE from Kimley-Horn, provided a project update and the <br /> schedule for progressing in 2026 . The Comprehensive Plan process <br /> includes the state requirements along with the local community <br /> vision and goals for the future . He stated that during the <br /> breakout activity portion of the meeting, each table will be <br /> given cards that have goals on them to prioritize into low, <br /> medium and high priority. CDS DIRECTOR CHAD BALA mentioned that <br /> the draft summary report, provided at the meeting, includes all <br /> the public outreach responses . <br /> CHAIR COE mentioned that traditionally the implementation of the <br /> plan (s) has been in the hands of the elected officials who make <br /> policies . COMMISSIONER WRIGHT stated the Board has many plans at <br /> the county that they are trying to figure out how they fit into <br /> one another, with a lot of goals and objectives . He stated he <br /> liked that the presented implementation plan gives the county a <br /> playbook on how to proceed. CDS DIRECTOR BALA stated that the <br /> 2025-12-15 MINUTES 1 <br />
