STUDY SESSION STAFF REPORT
STUDY SESSION DATE: October 27,2025
TOPIC: Safe Streets and Roads for All Grant-Snoqualmie Pass Comprehensive
Safety Action Plan
ACTION REQUESTED: For information only
LEAD STAFF:
Josh Fredrickson—Public Works Director
RECOMMENDATION:
For information only—no action required by the Board
BRIEFING SUMMARY:
• In 2022,Public Works(PW) began meeting regularly with stakeholders at
Snoqualmie Pass area including King County, Washington State Department of
Transportation (WSDOT), community members and business owners,to discuss
options for congestion and safety improvements in the Snoqualmie Pass area.
• In 2023,Public Works(PW)was awarded a planning grant through the Safe
Streets and Roads for All (SS4A)program.
• Data collection, analysis, community engagement, have been collected to identify
priorities and possible projects.
• A draft of the Snoqualmie Pass Comprehensive Safety Action Plan will be
available for public comment in November 2025. A press release will be
completed, and the draft will be available on the Public Works website for review.
BACKGROUND:
A group of stakeholders (residents, business owners, Washington State Department of
Transportation,King County, homeowner associations, and various other state and
Federal agencies)have met on a regular basis to discuss private and public interests for
comprehensive planning to address congestion and safety improvements at Snoqualmie
Pass for the next twenty years. The grant opportunity"Safe Streets and Roads for All"
(SS4A),provided an avenue to identify safety concerns, and possible solutions, at
Snoqualmie Pass. While the County has an approved Highway Safety Plan meeting grant
requirement, it does not focus on Snoqualmie Pass due to the limited County owned
roads. Numerous owners of existing infrastructure make using the County's existing
safety plan difficult. A specialty safety plan was required to manage competing
transportation demands at the pass. A proactive approach was taken to identify the
deficiencies and prioritize safety improvements.

DISCUSSION:
Snoqualmie Pass area presents a complex and concerning area of interest for safety
improvements. The community experiences significant seasonal traffic fluctuations that
impact quality of life and safety for residents and visitors alike. The SS4A planning grant
allowed specific data collected in the Snoqualmie Pass area to reflect the complex
interactions of pedestrian, bike, commercial truck, passenger vehicles, transit and parking
demand.Regular stakeholder meetings were conducted as well as multiple community
engagement meetings to discuss the safety concerns, restrictions, deficiencies, and goals
of the safety plan for this community. The plan will adopt the Safe System Approach; a
federally adopted evidence-based framework that prioritizes proactive and systemic
strategies to eliminate traffic related deaths and series injuries.
The draft plan will be available for public comment in November. Additionally, the
timeline originally set for this project is a year ahead of schedule.
FISCAL IMPACTS:
Kittitas County Public Works received a Federal grant in the amount of$429,504 with a
match of$107,376. The County Road Fund, King County and WSDOT have contributed
to the match amount.
