TOPIC: On-Call Task Order Consultants providing
Professional Services to Public Works

RECOMMENDATION:
Informational briefing—no action required by the Board
BRIEFING SUMMARY:
• Public Works solicits for on-call professional services
• Request for Statement of Qualifications for professional services was solicited in
July 2025
• Responses from qualified consultants were received and reviewed by a review
committee to select the most qualified firms
BACKGROUND:
PW solicits for on-call professional services. The current On-Call task order roster is
nearing completion on December 31, 2025. Professional service agreements are entered
into with qualified firms which provide the requested service. Task Orders are used to
complete the work on an individual need basis.
DISCUSSION:
Public Works received approval to advertise a request for Statement of Qualifications to
solicit for professional services on July 1, 2025. Submittals from qualified firms were
due July 31, 2025. Public Works reviewed and scored submittals for professional services
including Material Testing, Structural Engineering, Property Acquisition, Archaeological,
Geotechnical Engineering, Hydraulic and Hydrology, Right-of-Way, Transportation
Modeling, Environmental Permitting and Civil Engineering. Professional on-call services
support Public Works by providing capacity on project specific items. It is anticipated
that a Professional Services Agreement will be in place with the selected firms for a two-
year period with a third optional year if mutually agreed upon.
FISCAL IMPACT:
Professional services for on-call task orders are budgeted within the appropriate fund
