Ellensburg,WA 98926
Dear Commissioners Laura Osiadacz, Brett Wachsmith and Cory Wright,
Thank you once again for the opportunity to share our 2025 Kittitas County Regional Library Board(KCRLB)
Annual Report and 2026 Budget Requests. In the following packet, each city library has provided a brief
report of their past year activities and 2026 funding request.
Established by the Commissioners in 1996,the Regional Library Board continues to thrive collaboratively as
we work together to further our services and maximize our resources to our county residents. Our city
libraries continue to offer reciprocal borrowing privileges and a shared Integrated Library System (ILS),the
online catalog. Not only can county residents obtain a free card from the other city libraries, but patrons can
also research items housed in each building virtually. Our reciprocal agreement has proven to be most
beneficial and important. Our collaborative nature is crucial as we can help each other and everyone in the
county.
The 2025 Summer Reading Program proved to be the biggest and best one yet.All libraries had a record i
number of public participation. Our 2025 One Book One County author featured Natalie Hammerquist and
her book Medicinal Plants of the Pacific Northwest. It was a popular program as she is a local community
member from Roslyn. Our 2026 featured author still to be determined. I
a
The county's financial support is crucial to continuing quality library services to residents of Kittitas County.
We are again requesting$1500 in support of the Summer Reading Program Regional Project. These funds will
be distributed equally to the 3 smaller libraries to supplement their budgets for summer reading incentives
and supplies. This program encourages all kids in Kittitas County to continue reading through the summer
months. We are also requesting$1000 to continue support for the One Book One County program. These
funds will go directly towards possible author visits and/or programming efforts.
The following table is a summary of each city's request for county funding support.
Library Request 2025 Funded f 2026 Request
Cie Elum 39,000 50,000
Ellensburg 123,000 . 130,000

Our libraries rely on County government to contribute to this vital funding that provides quality library
services our county residents deserve and expect. The Kittitas County Regional Library Board appreciates the
commissioners' recognition of the necessity for continued library support.
Sincerely,
Josephine Camarillo, Ellensburg Public Library

TO: Commissioners Laura Osiadacz, Brett Wachsmith and Cory Wright
FROM: Josephine Camarillo, Library Director
DATE: September 15, 2025
SUBJECT: 2025 Annual Report and 2026 Funding Request
The Ellensburg Public Library respectfully requests $130,000 from the County for 2026 funding year. In
2025, the City of Ellensburg allocated 1.97% of its general fund to pay for library services. 2025 County
contribution comprised of 7% of library funding with 25% of library cardholders being county residents.
County cards increased 5.5% from 2024.
The library started off the year celebrating its 115th anniversary on January 20, 2025, with food, music
and fun! We hosted two WA Humanities speakers: Storytelling Through Indian Classical Dance and
How Beer Can Save Democracy. We also hosted One Book One County program featuring Roslyn
resident and author Natalie Hammerquist. For 2025, we were voted Best place to take kids in Kittitas
County. We opened the Hal Holmes as a temporary warming and cooling center during inclement
weather. Lastly, we updated our library card design with a design contest. We received 21 entries, and
the winning design was a beautiful quail drawing created by Megan Pickerel-Winer. Patrons may
replace their current card with a new card at no cost till the end of October.
The library continues to provide the community a diverse collection of materials and electronic
resources, community space, and educational programming to encourage lifelong learning. We provide
a safe, welcoming environment with skilled assistance. The library offers over 55,000 physical items
that include books, audio-visual items, 94 magazines and newspapers and 58,000 downloadable
eBooks and eAudiobooks. We also offer Discover Passes, hot spots and laptops for patron checkout.
The Ellensburg Public Library continues to thrive and serve the community. We are working at full
capacity with in-person and virtual services. Thank you again for your continued support of the library
and for your consideration of the library's 2026 budget request.

Roslyn Public Library
P.O. Box 451
Roslyn,WA 98941
Honorable Commissioners Osiadacz,Wright and Wachsmith:
The Roslyn Public Librarywill be celebrating the three-year anniversary in the newly remodeled location in a couple
of weeks. I am very proud of this beautiful space and of all the wonderful events that are happening here. We just
put up the second Art in the Library show featuring paintings by Catherine Cook and sculptures by Lynn Louise. It
is a beautiful exhibit and will be up until October 25th. I encourage you to come and see it!
Ongoing programs continue and include:
• Chess Club
■ Storytime and crafts for preschool children
• Thursday evening book club for adults
■ Lego Creation Club
• Watercolor class twice a month
• Third Friday poetry open mic night
• Dungeons and Dragons
• Stitching and crafts evenings
• Summer Reading Program in conjunction with Cle Elum Library including two offsite events with
attendance of 150 people
In addition to the above programs,we have hosted many one-time events including:
• Gardening classes taught by Kittitas County Master Gardeners
• New book launch evenings by local authors
• Talks by local healthcare providers
The Friends of the Roslyn Library continue to be very generous in their support for the library. They wilt continue
contributing$12,000 to the library next year to be used for books, digital content, supplies, programs and club
expenses.
We are very grateful for the county's ongoing support of the Roslyn Public Library and are requesting$32,000 for
2026. An additional$6000 will help support the costs of aLL the new programs in addition to a likely increase in
costs for Libby access and web support due to elimination of funding from the Washington State Library.
The statistics below indicate growth in the number of patron visits and use of Libby/Washington Anytime Library.
The pie-chart graph also shows growth in patron visits from outside of the Roslyn city limits. The Cle Elum total
(44%)is significantly increased due to unincorporated areas such as Suncadia.

NARRATIVE (OPTIONAL):
The Auditors Office budget request for 2026 represents an 8%increase in the General Fund compared to the 2025 budget. This year-over-year increase is
primarily driven by two key personnel requests aimed at ensuring continuity and improving operational efficiency.Non-personnel expenses will remain
flat against prior year and new initiatives such as the ballot box cameras will be funded through grants.Additionally, the Auditors Office is working with IT
to continue support for the county's firewall subscription through Crowdstrike which will be funded by grants from the OSOS.
The first new personnel request is for a three-month overlap to allow a new Chief Administrator to train side-by-side with our retiring current Chief
Administrator,Sue Higginbotham. This will ensure a smooth transition and maintain our high standards of service. The second request is for a
Purchasing and Contracts Manager position. While a new role,I encourage the county to explore ways to fill this position without increasing the overall
full-time equivalent(FTE)count. This is a critical business need for the entire county,as it would significantly improve our compliance with state, federal,
and local purchasing and contract laws. The role would also be instrumental in identifying areas of efficiency to reduce overall expenses by
consolidating contracts. I am open to discussing where this position would best reside within our County organizational structure to achieve these
goals.
Our projected revenue for 2026 has decreased by 2%compared to the 2025 budget, the result of a shifting grant environment. However,in 2026,we will
continue to leverage our three primary grant funding sources: HAVA,OSOS security, and OSOS information grants. These funds will be used to complete
targeted upgrades to our physical and digital infrastructure, improving election security and transparency without impacting county funds.
We are committed to increasing efficiency and reducing costs where possible. The planned upgrade to Cayenta will allow the county to sunset
subscriptions for Novatime and QuickBooks in the ETF.We are also actively supporting the end-of-life process for Cashtax and the IT department's
planned deconstruction of CAMAS.

Position Requested(Please specify the job title and fiscal impact)
Lead Permit Technician
Context of the Request(Select one:New Position,Temporary Overlap,Reclassification.Provide a brief explanation)
Reclassification.
CDS has implemented a Senior Permit Technician position and Lead Permit Technician position in previous years(2014 and 2021).This request is to bring the Lead Permit
Technician position backto CDS and to reclassifya current Permit Technician position into this role.
Proposed Funding Source(Include fund name, revenue source if applicable)
Enterprise Fund 402 CDS Revenue through Building&Planning permits
Current Department Staffing Overview
• Number of FTEs in the Department
• Staffing Structure/Workload Distribution
• Explanation of Why Existing Resources Are Insufficient
CDS has 20 FTEs.
This request is expected to hire from within the CDS department and will remain a front-counter position.Workload distribution will be an even mix of administrative support
and technicaltasks.
Existing Resources are insufficient because although this position has been dormant/vacant,many of the duties have been handled bythe senior most technician to keep
permitting running as efficiently as possible, without the added pay or title.
How would this position add value to County operations, services,or strategic goals?
This position will add value to County operations, services,or strategic goals by providing consistent training for any new Permit Technicians hired and will provide oversight at
the front-counter for day-to-day operations. This will ensure consistency in front-counter processes, including intake and issuance of building, planning, and fire permits, and
will ensure general information provided to the public is accurate and timely. This approach eliminates any biases,Limits confusion on CDS processes, and provides greater
overall customer service.
Reinstatement of this position provides added incentives and a succession plan for permit technicians who enjoy providing exceptional customer service.
COMMUNITY DEVELOPMENT SERVICE: $2,722,495 2 Personnel Change Requests
Adopted 2025: $3,010,957 / 2026 Pro forma: $3,126,690 No Capital Expenditure Requests
What potential impacts or challenges could arise if this request is not approved?
If this request is not approved, potential impacts or challenges could include the following:
Inconsistent front counter operations
Lack of consistent training for front counter staff
Added workload onto current staff, including management of front counter operations and daily supervision of Permit Technicians
Loss of valuable employee(s)who may feel they have no way to progress within the department/position
Permitting efficiency slows down when correctable issues aren't identified and remedied early in the process by those who thoroughly understand the multi-faceted permitting processes.
Have alternative solutions or strategies been considered to meet this need without adding a new position?(If so,please describe)
Alternate solutions and strategies have been considered, implemented, and ultimately vetted out, including Permit Tech staff falling under the Building Official,Assistant Building Official,
and Chief Administrator. These strategies added workload to positions that are not capable of supporting the Permit Technicians on day-to-day operations without falling short in other areas
of theirjob descriptions.
This request will not be adding a new position but reclassifying a current Permit Technician position.
If approved, how will success or effectiveness of this position be measured?(Include specific metrics, outcomes,or evaluation methods)
This position includes a 6-month probationary period where the employee will be evaluated using the standard evaluation method provided by CDS and Kittitas County.
After meeting the 6-month probationary period, the employee will be evaluated on a yearly basis using the standard evaluation method provided by CDS and Kittitas County.
Success or effectiveness will be measured bythe employee's level of ability to meet the"Required Knowledge/Skills/Abilities"section of the Lead Permit Technician job description.
Feedback from the public,CDS staff, and other County Departments will also help gauge success and effectiveness of the employee.

Land Use&Recreational Planner
Context of the Request
Reclassification.
In 2021 the Board adopted the 2021 Kittitas County Recreation and Tourism Plan(Resolution 2021-116).The 2021 Recreation and Tourism plan identified priority actions for
implementation by Board employees utilizing Countyfinancial and human resources.
The Board has had previous discussion at a joint CDS/DPW Study Session on November 12,2024,whereby,the Board was in favor of allocating resources for Parks and
Recreation Development and stressed the importance of coordination with CDS for long range recreational planning and to include current Parks and Recreation plans in all
future planning.Subsequently,at a CDS Study Session on April 14,2024 the Board reviewed a preliminaryjob description and presentation for the Land Use&Recreation
Planner position and proposed that CDS Director Chad Bala continue to refine the scope of responsibilities, then bring back to the BOCC.On May 29,2025 The BOCC provided
direction to approve the position and directthe CDS Directorto move forward with the position.
Proposed Funding Source
CDS/Enterprise fund&General Fund,possible Park fund,Lodging tax
Current Department Staffing Overview

agencies and groups dealing with recreational items and issues occurring in Kittitas County.
COMMUNITY DEVELOPMENT SERVICE: $2,722,495 2 Personnel Change Requests
Adopted 2025: $3,010,957 / 2026 Pro forma: $3,126,690 No Capital Expenditure Bequests

Have alternative solutions or strategies been considered to meet this need without adding a new position?
(If so,please describe.) No other alternative solutions have been vetted out.
If approved, how will success or effectiveness of this position be measured?
(Include specific metrics,outcomes,or evaluation methods.)
