Item 25-01 - School Permissions in Rural 5 - This item proposed adding an allowance for schools in the rural 5 zone . This item came to CDS because the Cle Elum/Roslyn school district owns three parcels that are outside of the city urban growth area and are within the rural 5 zone . Under the current regulations the school use is considered non-conforming and cannot expand to accommodate the growth. The proposed development code change would allow the school district to utilize the land to expand school services and accommodate school district needs . This item simply changes the permission in the rural non-LAMIRD use table 2025-8-12 MINUTES 1 to permit schools within the rural 5 zone . The provision also utilizes an existing footnote, number 25, to require a conditional use permit for new schools and no conditional use requirement for existing schools . Additionally, staff are proposing removal of a portion of footnote 25 associated with the proposal that points to an overlay zone that no longer exists . CHAIR COE mentioned that the allowance should include all types of schools, like vocation, technical and trade schools . Discussion occurred. In addition to the definitions, staff is proposing to add non- accessory storage structures to all four of the counties allowed use tables as permitted uses within all non-commercial and non- industrial zones . The specific composed changes are indicated in red in the supporting documents, a footnote has been added to the urban land use table to reflect specific restrictions within the City of Ellensburg urban growth area due to our interlocal agreement . The definition is a structure used to store belongings on a lot without the residence, not to be used for habitation or commercial uses . COMMISSIONER DENEEN moved to approval to the Board of County Commissioners . COMMISSIONER PEARSON seconded. Discussion - none . Motion passed 4-0 . Item 25-03 - HE 1337 Updates - The State passed House Bill 1337 in December 2023 . The bill is intended to encourage ADU 2025-8-12 MINUTES 2 development through lowering development standards and increasing allowances in cities, urban growth areas, and LAMIRDS . The bill requires local jurisdictions to adopt compliant regulations within six months of their next periodic comprehensive plan update . Many of the provisions in house bill 1337 involve development standards more frequently associated with city jurisdictions . There are limitations on design standard requirements, impact fees, parking requirements, size and setbacks from alleyways . Currently our regulations are largely compliant, but some changes are necessary to ensure consistency with the bill . The proposed update will amend all four allowed use tables and footnotes associated with each table . The updates will remove the accessory living quarters definition in our code . The update will also change the footnote section in each table . It will increase the permission for up to two ADUs within the LAMIRD designations, two ADUs are already allowed within the urban growth designations, as long as general development standards can be met . There is also an error in footnote number 51, the rural LAMIRD use table, this will be removed. COMMISSIONER DENEEN moved to recommend approval of item 25- 03 . COMMISSIONER PEARSON seconded. Eight standard plans have been added to County Code including Public and Private Road standards, turnaround standards, driveway standards, and survey monument standards .
