Small Capital Program Application Award Letter of Recommendation
ACTION REQUESTED: Direct Staff
LEAD STAFF:

RECOMMENDATION:
Direct Staff
BRIEFING SUMMARY:
• The Kittitas County Conference of Governments (COG) solicits eligible
organizations and municipalities for proposed projects in accordance with RCW
82.14.370 supporting public infrastructure in Kittitas County that service
economic development purposes.
• COG recently solicited for Small Capital projects with $360,000.00 available to
support eligible applications that met set criteria.
• COG received, reviewed and scored ten (10) applications that were received for
consideration and are now presenting recommendations to the Board of County
Commissioners.
• The application for Fire and EMS Standard of Cover Assessment and Analysis
submitted by Kittitas County Community Development Services was pulled from
the scoring process, as this project is included in the COG work program and will
be funded outside of the Small Capital project solicitation.
BACKGROUND:
The Kittitas County Conference of Governments (COG) recommends award of Public
Facility Funds that are managed in Fund 108 by Public Works. COG historically
announces a call for grant applications each year with this cycle of grant applications
being limited to small capital projects. The small capital project application cycle was a
new process for COG that was discussed, as well as an appointment of a sub -committee
to outline the process this year. In May, a call for applications was published on the
Kittitas County website with stated eligibility criteria listed. Applications were due mid -
July for consideration.
Ten (10) project applications were received for funding consideration and COG met at
their regularly scheduled meeting on August 20t' to discuss the submitted applications
and scoring criteria. Three (3) projects are recommended for awards, this includes two
Page 1 of 3
Public Works "Work Session Staff Report", 2025
(2) of the projects receiving full funding and one (1) project receiving partial funding.
Once awards are confirmed, enabling documents will be prepared for Board of County
Commissioner consideration at a future agenda session.
DISCUSSION:
At the August 20th COG meeting, members of COG met to discuss the submitted
applications and scoring criteria. A motion to approve funding the top three (3) scoring
applications submitted was approved. The application for Fire and EMS Standard of
Cover Assessment Analysis project submitted by Kittitas County Community
Development Services is an approved project in the COG work program and was
removed from this process, as it is already funded. Recommended applications for award
included a project submitted by Kittitas County Department of Public Works, and two (2)
applications by the City of Cle Elum. These projects met all eligibility criteria and are
now being brought forward to the Board of County Commissioners for recommendation.
This is past practice for grant application solicitations for public facility funds and
enabling documentation would be drafted for Board approval at a future agenda session.
FISCAL IMPACTS:
Funding in the amount of $360,000.00 has been accounted for in Fund 108 - Public
Facilities Fund managed by Public Works.

Water District 6 (Vantage) Sanitary Sewer
feasibility study
Direct staff to prepare enabling documents
RECOMMENDATION:
Direct staff to prepare enabling documents to award a contract for the development of a
feasibility study utilizing 2025 Fund 108 (Distressed County Sales and Use Tax)
BRIEFING SUMMARY:
• Water District No. 6 operates the sanitary sewer system, including the wastewater
treatment plant, in Vantage
• A development proposal in being considered in Vantage for a resort style hotel
• Facilities assessment of the wastewater treatment facility is needed for planning
purposes to support economic development
• Responses to the Request for Qualifications (RFQ) have been received and scored
resulting in selection of a firm to perform the work
• Funding for assessment is proposed by utilizing the Distressed County Sales and
Use Tax (0.09 funds)
• Conference of Governments provided support at their May 21, 2025 regular
meeting for use of Distressed County Sales and Use Tax
BACKGROUND:
Water District No. 6 (District) is the provider of the wastewater collection and treatment
system within Vantage, a Limited Area of More Intensive Rural Development
(LAMIRD) within the County. The current system most recent upgrades were done in
2013. Loading and capacity of the wastewater treatment plant is needed to identify costs
for future development within the service area. Future development necessitates an
assessment of the wastewater treatment plant is needed.
DISCUSSION:
An assessment of the current sanitary sewer plant is needed to evaluate for future growth.
Public Works will manage the consultant contract with District input. A Request for
Qualifications (RFQ) was posted in the paper of record July 3, 10 and 17, 2025. Public
Works received three submittals in response to the RFQ. A committee comprising of
Public Works, Conference of Government and Water District No. 6 reviewed and scored
the submittals. SCJ Alliance was selected for the development of the sanitary sewer
assessment.
The Conference of Governments considered this project and associated request for
funding utilizing the 2025 Distressed County Sales and Use Tax (0.09 funds) for this
assessment project. Support from COG was provided at their May 21, 2025 regular
meeting.
FISCAL IMPACT:
Up to $50,000 from the 2025 Public Facility Fund 108 (Distressed County Sales and Use

PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: September 22, 2025
TOPIC: 6-Year Transportation Plan Update
ACTION REQUESTED: Information only
LEAD STAFF:
Josh Fredrickson
RECOMMENDATION:
Informational briefing - No action required
BRIEFING SUMMARY:
• Per RCW 36.81.121 Public Works is required to publish a 6-Year Transportation
Improvement Plan prior to the adoption of the budget.
• Schedule:
o Online Engagement Completed — August 18 through September 5
o Update 6-Year Plan — September 12
o Draft Presentation for BoCC Consideration — September 22
o Request to set a Public Hearing -October 7
o Adopt 6-Year Plan at Public Hearing — October 21
• Public Works has prepared and attached the draft 6-Year Transportation
Improvement Plan.
• Conceptual Update to the 6-Year Plan including the Capital Improvements List
BACKGROUND:
Public Works has updated the 6-Year Transportation Plan (Plan), as required by RCW
36.81.121. The Plan highlights capital road improvement projects Public Works is
planning through the year 2031. The Plan is broken down by design and construction
phases, as well as local and grant funding. Funding sources are also identified to help
calculate the impact to the road fund. The Plan identifies secured funding in order to
represent the impact to the Road Fund.
Public Works sought public input through posting information online this year. The 6-
Year Plan was posted on the Public Works website, and Public Works released a press
release and posted the Plan on the County Website. Public Works also worked with
BoCC staff to include a Facebook post on August 18a' with a link to the Plan in an effort
to reach a wider crowd. The website was available for comment between August 18'
through September 5a'. Public Works received two comment forms from the public's
feedback. The feedback was reviewed, and the draft Plan is proposed to remain as
previously presented. Public Works intends to bring the Final Plan to the BoCC for
adoption on or before October 21.
DISCUSSION:
Public Works has updated the 6-Year transportation Plan to better represent the County's
ability to fund projects. In years past, projects which may receive grant funding have
been included on the Plan. In an effort to show a more realistic 6-Year Plan, Public
Works has created an update to the 6-Year Plan by removing projects which currently do
not have secured grant funding from the scheduled work and instead includes a Capital
Improvements List to identify road improvement needs which would be completed if
funding becomes available.
FISCAL IMPACT:
The 6-Year Transportation Plan will help set the Public Works budget for 2026.
