These updates include the following: <br /> Item 25-01: Kittitas County code currently does not allow schools in the Rural 5 zone. Cle Elum <br /> Roslyn School District owns three parcels (424235, 563034, and 543034) that are outside of the <br /> City Urban Growth Area and are within the Rural 5 zone. Under current regulations, the school <br /> use is considered non-conforming and cannot expand to accommodate growth. <br /> The proposed development code change would allow the school district to utilize the land to <br /> expand school services and accommodate school district needs. <br /> Item 25-01 simply changes a permission in the Rural Non-LAMIRD allowed use table to permit <br /> schools within the Rural 5 zone. The permission also utilizes an existing footnote (#25)to <br /> require a conditional use permit for new schools and no conditional use requirement for existing <br /> schools. Additionally, staff are proposing removal of a portion of footnote 25 associated with this <br /> proposal that points to an overlay zone that no longer exists. <br /> Item 25-02 : Kittitas County code does not currently have a definition for non-accessory storage <br /> structures for residential purposes. The demand for such structures on properties without a <br /> residential structure has increased. Staff are proposing a definition and allowances within the use <br /> tables of Title 17. In addition to the definition, staff are proposing to add Non-accessory storage <br /> structures to all four of the County allowed use tables as a permitted use within all non- <br /> commercial and non-industrial zones. The specific proposed changes are indicated in red. A <br /> footnote has been added to the "Urban" land use table to reflect specific restrictions within the <br /> City of Ellensburg Urban Growth Area due to our Interlocal Agreement. <br /> Item 25-03 : On July 23, 2023, HB 1337 became effective in Washington State. HB 1337 <br /> provides new guidance and requirements associated with the development of Accessory <br /> Dwelling Units (ADU's). The Bill is intended to encourage ADU development through lowering <br /> development standards and increasing allowances in Cities, Urban Growth Areas, and <br /> LAMIRD's. The Bill requires local jurisdictions to adopt complying regulations within 6 months <br /> of their next Periodic Comprehensive Plan Update. <br /> Item 25-03 involves updates to the following Kittitas County code sections. <br /> COMMUNITY PLANNING•BUILDING INSPECTION•PLAN REVIEW•ADMINISTRATION•PERMIT SERVICES•CODE ENFORCEMENT <br />
