KITTITAS COUNTY <br /> PLANNING COMMISSION PUBLIC HEARING MINUTES <br /> Courthouse RM 201 , ELLENSBURG <br /> Regular Meeting <br /> TUESDAY 6: 00 PM June 10, 2025 <br /> Board members present: Bruce Coe, Pat Deneen, Warren Taylor, <br /> and Judith Jackson. <br /> Not present : Joseph Pearson, Scott Carlson and Bill Hinkle . <br /> Others : Jeremy Johnston, Jamey Ayling and Ellie Myers and <br /> no (0) members of the public . <br /> The public hearing was called to order at 6: 00 P.M. <br /> CALL TO ORDER - Roll Call <br /> CITIZEN COMMENTS (1 min. time limit) <br /> There were no citizen comments . <br /> APPROVAL OF MINUTES <br /> COMMISSIONER TAYLOR moved to accept the May 13, 2025 minutes . <br /> COMMISSIONER JACKSON seconded. Discussion - none . Motion passed <br /> 4-0 . <br /> NEW BUSINESS <br /> PUBLIC HEARING - CONSIDER THE 2026-2031 ANNUAL CAPITAL <br /> IMPROVEMENT PLAN UPDATE AND MAKE A RECOMMENDATION TO THE BOARD <br /> OF COUNTY COMMISSIONERS <br /> LONG RANGE PLANNER JEREMY JOHNSTON presented the background on <br /> the 2026-2031 Annual Capitol Improvement Plan update that was <br /> reviewed at the last Planning Commission meeting. This update is <br /> required by the Growth Management Act; it basically looks out <br /> six years and projects capital facility needs and potential <br /> funding sources for the needs . There are a few changes from last <br /> month' s meeting, including the Kittitas County administrative <br /> offices section with plans to replace those buildings but if <br /> funding does not come through there are alternative plans to <br /> upgrade the Sorenson building on Nanum, the Permit Center <br /> building and the courthouse . The second change is regarding the <br /> Ellensburg public library; there is a change in the estimated <br /> cost from 1 million to 2 million. LONG RANGE PLANNER JOHNSTON <br /> discussed the need to pass this update in order to have a <br /> foundation for the capital facilities element of our <br /> comprehensive plan. Staff is asking for a recommendation of <br /> 2025-6-10 MINUTES 1 <br />
