BACKGROUND INFORMATION <br />Proposal: A Road Variance from Lucas Nosetti & Jackson Purcell, owners of Parcels 111634 <br />located at 831 Hawthorn Lane and 951891 lying south of parcel 111634 in Easton, WA is seeking <br />a variance from: <br />➢ 2024 Kittitas County Road Standards 12.04.01.030: Second access requirement <br />for private roads serving more than 30 lots. <br />■ The applicant has asked adjacent property owners for an easement onto <br />E. Sparks Road for a gated emergency access only and has been denied. <br />➢ 2024 Kittitas County Road Standards 12.04.04-1 Private Road Minimum <br />Standards- Surfacing Requirements for private rural roads serving more than 14 <br />lots is to be paved. <br />■ Residents on Hawthorn Lane from E Sparks Road to the property <br />boundary of parcel 111634. Approximately 0.27 mile has been graded, <br />rolled rocked, ditched and oiled in 2025. <br />➢ 2024 Kittitas County Road Standards 12. 04.04-1 Private Road Minimum <br />Standards -Minimum Easement Width is 50 feet. <br />Hawthorn Lane lies within a 60 foot easement up to parcel 111634 before <br />transitioning to a 15 foot easement across parcel 951891 permitted by <br />Superior Court Cause 23342 and Judgement 85 9 003517. <br />The Applicant wishes to vary from County Code for Hawthorn Lane prior to the submission of a <br />long plat application to create 6- 5 acres parcels from parent parcel 111634. <br />Proposed Mitigation: The Applicant proposes: <br />• Certifying Hawthorn Lane through parcel 111634 to ensure it is up to private <br />road standards. <br />• Increase the easement width from 15 feet to 50 feet across parcel 951891. <br />• Add additional turnaround for emergency vehicles. <br />• Possibly adding fire sprinkler systems in new homes to mitigate fire risk. <br />History: Parcel 111634 is located at 831 Hawthorn Lane Easton, WA, and parcel 951891 lies <br />south of 831 Hawthorn Lane. Parcel 951891 is lot 2 of the Fleming-Sirrine short plat.
