BRIEFING SUMMARY: • Resolution 2023-091 authorized a Revocable License at Bowers Field for the extension of Beech Road • The revocable license has a two-year term, expiring in June 2025 • Beech Road extension is to the proposed Pierce Plat development • Improvements include pavement, curb, gutter and sidewalk • An addendum is proposed to extend the term for one year as well as clarify the terms of the agreement. BACKGROUND: The Pierce Plat is a proposed residential development within the City of Ellensburg. To develop the plat as proposed, a second access is required by the City. In 2023 Mr. Pooya Roohani approached the Airport Director with a proposal to extend Beech Road to the Pierce Plat. Beech Road extension would cross Lot C-37 of the airport industrial land. Resolution 2023-091 authorized a Revocable License to Mr. Roohani for the extension of Beech Road. The Revocable License included a two-year term, expiring June 2025. DISCUSSION: A Revocable License was granted to Mr. Roohani to provide for the extension of Beech Road to the proposed Pierce Plat within the City of Ellensburg. The license was not a sale of lease of the land, but rather an authorization to utilize the land. This impacted the overall area of lot C-37 within the industrial land of the airport. The current lot size of C- 37 is 2.52 acres; a roadway will reduce this to approximately 1.78 acres. Costs for the improvements, including pavement, curb, gutter and sidewalk, are the responsibility of the developer. The roadway has not yet been constructed, and Mr. Roohani has asked for an extension of one year to allow for construction to occur. An addendum is proposed to extend the license agreement term. Additional revisions are proposed to clarify responsibilities around the development of the roadway. For example, the City of Ellensburg standard is for roads in developments to be public. The County requires a petition for the road to become public. The original license agreement did not contemplate the requirements for a public versus private roadway. In addition, there is a boundary parcel approximately 10 feet in width on the southern boundary of the airport property. Extending Beech Road would need to cross this parcel which was not included in the original license. FISCAL IMPACT: Cost of development is the responsibility of the developer. Kittit l County GIS KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: April 28, 2025 TOPIC: Pioneer Road Outlet ACTION REQUESTED: Informational Only; No action required LEAD STAFF: Cameron Curtis RECOMMENDATION: Informational Only; No action required BRIEFING SUMMARY: • Pioneer Road is a dead-end road without a sufficiently sized turnaround. • Bowers Road was extended to Reecer Creek in 2006, and bollards connected by a steel cable were installed at the end of Pioneer Road to prevent Pioneer from becoming a through street. This was likely due to public comments from the residents living on Pioneer Road. • The bollards were replaced with permanent barriers in 2021 due to safety concerns. • The permanent barriers were replaced with temporary barriers earlier this spring as a precautionary measure while construction was taking place on Bender Road. • Moving forward, Public Works intends to reinstall a locking gate capable of being opened by emergency services or when deemed necessary for detouring traffic. Public Works also evaluated reinstalling permanent barriers and officially opening the road to through traffic to Bowers. BACKGROUND: Bowers Road was extended from Airport Road to Reecer Creek Road in 2006. Pioneer Road existed prior to the Bowers Road extension and was never opened as a through street to Bowers (Exhibit A). The connection to Bowers Road was built and blocked off with removable bollards connected by a steel cable. At the time, the residents of Pioneer Road submitted a petition against the extension of Bowers and the connection of Pioneer to Bowers. In 2021, the removable bollards and steel cable were deemed unsafe for pedestrians. Public Works removed the bollards and installed permanent type 3 barricades. Those barricades were not removable and altering or removing them required additional time and resources. Page 1 of 3 Public Works"Work Session Staff Report",2024 During the construction of the Bender Road over the Ellensburg Water Company canal structure in 2025, the permanent barricades on Pioneer Road were removed and replaced with temporary type 3 barricades if Pioneer Road was needed for detour traffic or emergency service vehicles. Currently, temporary barriers are still in place. Residents on Pioneer Road have recently expressed interest in submitting a new petition to request permanently preventing access from Pioneer Road to Bowers Road. DISCUSSION: Public Works recognizes the need for a barrier system that can be easily removed in the event the road is needed for detour traffic and for emergency situations. With a permanent barrier in place, Pioneer is effectively a dead-end road without a sufficiently sized turnaround. To address this concern, Public Works intends to install a 30-foot access gate with a key box that emergency services have access to. Emergency services will be able to better serve the community, and Public Works will not need to invest time and resources into the project area every time conditions dictate a change. Public Works also evaluated the removal of the barrier and officially connecting Pioneer Road to Bowers Road. However, the existing road has narrow lanes, lacks any shoulders, and it has an ADT of 231. The change in use would drastically change the experience of residents who live on the road. Current roadways in the area provide sufficient capacity for traffic without the need for Pioneer Road to be open. Based on available capacity and routes during typical conditions, Public Works has identified a gate as the preferred option. Installation of a gate will allow a sufficient level of service to the surrounding area as well as preserving emergency access through Pioneer Road if conditions change. FISCAL IMPACTS: Installing the gate will cost an estimated$11,800 for labor and materials. The Road Fund has capacity for this expense.
