2025 STUDY SESSION STAFF REPORT
STUDY SESSION DATE: April 28, 2025
TOPIC: Short Term Rental Updated Resolution
ACTION REQUESTED: Approve the Attached Resolution to Expand the Duties of
the Short Term Rental Committee
BACKGROUND: On March 5, 2024 the Board of County Commissioners
created the Kittitas County Short Term Rental (STR)
Committee through Resolution 2024-049. The Committee
has since fulfilled the intention of the Resolution and
determined a need for short-term rental regulations. At their
regularly scheduled CDS Study Session on April 14, 2025,
the BOCC instructed staff to prepare a resolution to expand
the duties of the STR Committee to include development of
draft regulations. The attached resolution will complete this
request.

RESOLUTION NO.2025-
TO EXPAND THE DUTIES OF THE KITTITAS COUNTY SHORT-TERM RENTAL COMMITTEE
WHEREAS:The Kittitas County Board of County Commissioners have received numerous public comments
regarding the short-term rentals in upper Kittitas County;and
WHEREAS:The Kittitas County Board of County Commissioners directed staff to pursue formulation of a short-
term rental committee and solicit for participation in an advisory committee determining the need for legislation;
and
WHEREAS:The Board of County Commissioners approved Resolution 2024-049 on March 5,2024,charging the
Short-term Rental Committee with determining if the County should pursue short-term rental regulations.; and
WHEREAS:The short-term rental committee conducted their first meeting on March 27,2024 and subsequently at
their regularly scheduled meeting on May 8,2024,the Short-term Rental Committee voted to recommend a need for
legislation associated with short term rentals to the Board of County Commissioners; and
WHEREAS:The committee continued to meet monthly and developed a community survey that was issued on
February 5,2025,and concluded on April 5,2025;and
WHEREAS:The Board of County Commissioners met at their regular CDS study session on April 14,2025,to
discuss the results of the survey and consider expanding the charge of the Short-term Rental Committee to include
development of draft regulations;and
WHEREAS:At this meeting on April 14,2025,the Board of County Commissioners instructed staff to prepare a
resolution to expand the duties of the Short-term Rental Committee to develop draft regulations with the assistance
of Community Development staff.
NOW,THEREFORE BE IT RESOLVED that the Board of County Commissioners,in the best interest of the
public,does hereby approve the expansion of the Kittitas County Short Term Rental Committee to include the
development of draft short term rental regulations.
