KITTITAS COUNTY <br />COMMUNITY DEVELOPMENT SERVICES <br />2025 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 24, 2025 <br />TOPIC: Kittitas County Project Charter, Public Participation Plan (PPP), <br />and Schedule to be used for Kittitas County's 2026 Growth <br />Management Act Periodic Update, pursuant to RCW 36.70A.130 <br />and RCW 36.70A.140 <br />ACTION REQUESTED: Approval of Final Kittitas County Project Charter, Public <br />Participation Plan(PPP), and Schedule <br />BACKGROUND: CDS is planning for our 20-year, 2026 Periodic Comprehensive <br />Plan Update, including consideration of the final Kittitas County <br />Project Charter, Public Participation Plan (PPP), and Schedule. <br />The Kittitas County Board of Commissioners discussed the draft <br />Project Charter, Public Participation Plan (PPP), and Schedule at <br />its regular study session with Community Development Services <br />(CDS) on January 27', 2025. A Joint Meeting with The Kittitas <br />County Board of Commissioners and the Kittitas County <br />Planning Commission occurred on March 1 lth, 2025, for review <br />of the public participation plan. The Project Charter, Public <br />Participation Plan (PPP), and Schedule will enhance the quality <br />of and provide support for the updated Comprehensive Plan and <br />development regulations through meaningful public and agency <br />participation. If the Board agrees with this approach, it can be <br />accomplished through BOCC resolution. <br />INTERACTION: CDS. <br />RECOMMENDATION: Consider Approval of the attached Kittitas County 2026 <br />Comprehensive Plan Periodic Update Project Charter, Public <br />Participation Plan (PPP), and Schedule, as per the attached <br />Resolution, including Exhibit 1. <br />HANDLING: None. <br />ATTACHMENTS: Resolution, Exhibit 1. <br />LEAD STAFF: Chad Bala, CDS Director <br />
