TOPIC: Annual Bridge Inspection Report
ACTION REQUESTED: Informational—No Board Action Required
LEAD STAFF:
Joshua Fredrickson
RECOMMENDATION:
Informational Briefing—no Board of County Commissioners(BoCC)action is required.
BRIEFING SUMMARY:
• Washington Administrative Code(WAC) 136-20-060 requires an annual bridge
inspection report
• Bridge inspections performed on a regular basis, typically every two years
• 2023 bridge inspections were performed by Public Works staff and consultants
(KPFF)
• Bridge inspections include Cle Elum,Ellensburg and Kittitas
BACKGROUND:
Bridge inspection efforts made by the County are reported to the County Road
Administration Board(CRAB)as identified in Washington Administrative Code (WAC)
136-20-060. In addition to the bridge inspection effort the report includes
recommendations regarding replacement and repair and is utilized during the preparation
of the six-year transportation program. Inspections during 2024 were conducted using
consultant(David Evans and Associates) and Public Works Staff. Reporting to CRAB is
due by the end of March.
DISCUSSION:
Kittitas County has responsibility for 114 bridges in the National Bridge Inventory
System(NBIS). Structures identified in the NBIS are eligible for federal funding. In
addition to the NBIS structures, there are 150 structures which do not meet the criteria to
be in the NBIS.Public Works inspects both NBIS and non-NBIS structures on a regular
basis, typically every two years. In addition to the inspections of County structures,
Public Works also performs inspections for the cities of Cle Elum,Ellensburg and
Kittitas.
The report of the 2024 annual bridge inspection effort(Exhibit 1), includes any
recommendations for bridge replacement and repair. Previous years inspections relied on
consultant services for most inspections.PW staff have become certified with
Washington State Department of Transportation(WSDOT)to lead the County bridge
inspection effort. In 2024 PW staff conducted all bridge inspections except for
specialized inspections. Reliance on consultants will continue to be needed for
specialized inspections such as underwater and non-redundant steel tension member
(previously fracture critical) inspections.

BRIDGE INVENTORY SUMMARY
As of December 31, 2024 Kittitas County has 114 bridges in the National Bridge Inventory System (NBIS).
Current inventory includes:
- 2 NSTM (Previously Fracture Critical)
- 6 structurally deficient
- 16 Functionally Obsolete
- 18 weight restricted
Local Agency Bridges
Kittitas County Public Works provides inspection services to cities and towns on a reimbursable basis. The
County works with the local agencies under agreement conditions set forth in interlocal agreements. The
County's services are provided to support cities that do not have the resources or expertise required.
Currently, the County provides routine inspection services on 29 local agency bridges. This includes:
• City of Ellensburg—18 NBIS and 3 Short Span
• Town of Kittitas—1 NBIS and 3 Short Span
• City of Cle Elum—4 Short Span
Short Span Structures
Short span bridges are defined as spans that are 20-feet or less in length and have opening widths over 6-
feet fortimber structures and 8-feet for steel and concrete structures.Short span bridges are not reported
to WSDOT or FHWA, Kittitas County routinely schedules and inspects these structures. There are currently
150 short span bridges on the Kittitas County road network. These structures are not eligible for bridge
funding through FHWA or WSDOT.
Private Bridges
Throughout Kittitas County there are many privately owned bridges.Kittitas County does not inspect these
bridges on a regular basis. The Kittitas County Code states that all bridges and major drainage structures
serving public or private roads and driveways shall conform to KCC 12.01.110, 12.01.120 and 20.02.050.
New bridges and repair of existing bridges require a permit through Kittitas County Public Works. Existing
privately owned bridges are not reviewed unless a repair or replacement occurs.
Kittitas County 2024 Annual Bridge Report
INSPECTION PROGRAM, FINDINGS AND RECOMMENDATIONS
Bridge inspections are performed in accordance with the National Bridge Inspection Standards(NBIS)and
Title 23 CFR 650.3. The standards mandate that all public agencies with a bridge inventory inspect and
report the findings at a minimum of once every 24 months (routine inspection). Special inspections are
required for bridges that cannot be given close or adequate inspections from the ground. Steel bridges
with non-redundant steel tension members (NSTM), previously known as fracture critical members, may
also require special inspections with specialized equipment. Another category of special inspections
includes Underwater inspections which are required every five years for bridges with piers that extend
below ordinary low-water levels.
The inspector uses these standards to document the current condition of each bridge element listed. The
deficiencies are coded to the NBIS and show degree of deterioration in various elements. The three
primary elements are the deck, superstructure, and substructure. As deterioration accelerates, the coding
values are adjusted accordingly. In the case where the coding factors are extremely low,
recommendations are made for replacement or rehabilitation of the structure.
Bridges with identified deficiencies may be inspected or monitored at more frequent intervals. The results
of our inspection program are forwarded to the Washington State Department of Transportation(WSDOT)
Local Programs Office for review. Once the report has been reviewed by WSDOT, it is available for the
Federal Highway Administration (FHWA) and others to use. A copy of all final inspection reports are
maintained on file at Kittitas County Public Works.
There are other factors that go into determining the overall health of a bridge. Sufficiency Rating(SR) is a
score calculated based on a multitude of factors that are reviewed by the inspector. The SR is a number
from 0 to 100,with 100 being an entirely sufficient bridge, and 0 being an entirely insufficient or deficient
bridge,as defined by FHWA. Items that go into the determination of the SR,include load bearing capacity,
average daily traffic, availability and length of detour, the geometry of the bridge, and the scour action of
bridges passing over a waterway. Only structurally deficient (SD) bridges with a sufficiency rating of less
than 40 are eligible for replacement funding through the WSDOT bridge program. Bridges with a
sufficiency rating of less than 80 are eligible for rehabilitation funding through WSDOT bridge program.
As of December 31, 2023, the County has 58 bridges that are eligible for replacement or rehabilitation
funding.
The bridge inspection program recognizes that with limited funding, it is important to identify trends that
are affecting the deficiencies of our bridge structures, such as age and materials used in construction.
Kittitas County Public Works continually applies for available funds to assist with deficient bridges that are
eligible for Federal Highways Bridge Program funds and Surface Transportation Program funds as well as
other sources. County bridges not eligible for Federal funds, such as short-span bridges 20-feet in length
or less, have their replacement/rehabilitation needs prioritized by Public Works staff, based on structural
deficiency, resource availability, and the County Commissioners' authorization to fund the project in the
Transportation Improvement Plan. Similarly, for maintenance, repair, and minor rehabilitation work,
prioritization is based on County bridge maintenance funds and staff availabilities.
Kittitas County does not have any bridges on designated truck freight routes with a T-1 orT-2 classification.
T-1 freight routes are defined as carrying more than 10 million tons per year.T-2 freight routes are defined
as carrying more than 4 million and less than 10 million annual gross tonnage and serve as a portion of
the State transportation network.
Kittitas County 2024 Annual Bridge Report
Each year the County inspects approximately 50%of its bridges on an alternating basis to comply with the
NBIS requirement of a 24-month routine inspection cycle. Inspection reports are then submitted to the
Washington State Department of Transportation. Bridge files including inspection report history are on
file in the Public Works office, both in a paper and digital format. During these inspections potential
problems and maintenance issues are identified and documented.

Kittitas County 2024 Annual Bridge Report
DEFINITIONS:
Weight Restricted bridges are signed to inform the traveling public of the notice of maximum vehicle
weight a specific bridge can safely support. This helps to extend bridge service life by reducing the risk of
damage and potential failures.
Structurally Deficient is defined by FHWA as a classification given to a bridge which has any component
(Deck, Superstructure, Substructure or Culvert) rated in Poor or worse condition. Structurally deficient
means there are elements of the bridge that need to be monitored or repaired. The fact that a bridge is
classified as structurally deficient does not imply that there is an imminent threat of collapse or it is unsafe.
Functionally Obsolete is a bridge that was built to standards that are not used today. These bridges are
not automatically rated as structurally deficient, and they are not inherently unsafe. Functionally obsolete
bridges may not meet current standard for lane width, shoulder width or vertical clearance or those that
may occasionally flood.
Sufficiency rating is a rating system developed by FHWA to serve as a prioritization tool to allocate funds.
The rating varies from 0 (poor) to 100 (very good). The formula considers structural adequacy, whether
the bridge is functionally obsolete, and level of service provided to the public. Sufficiency rating is no
longer used by FHWA.WSDOT continues to use sufficiency rating for local agency projects.
Fracture critical describes a non-redundant steel tension member which is in the load path.

REPLACEMENT AND REHABILITATION PLAN FOR DEFICIENT BRIDGES
Kittitas County's focus is to replace or rehabilitate bridges that are classified as structurally deficient,
functionally obsolete or weight restricted. The current Six Year Transportation Improvement Plan includes
the following bridge projects:
Replacement
- Reecer Creek Road over Towne Ditch (Bridge no.88273)
Short Span bridges do not qualify for State or Federal funding assistance. These smaller structures serve
an important role in the County's transportation network. Short Span bridges are also reviewed and
recognized for their deficiency and need for repairs. The TIP also includes the following project:
- Short Span Bridge Replacement—Phase 1
MAINTENANCE AND REPAIRS
Bridge maintenance and repairs are accomplished by a combination of County Forces and contractors.
This work includes cleaning, minor deck patching, and bridge rail replacement. Contractors provide
support with resources not available to County road crews.
In 2023 Public works road crews performed multiple maintenance work orders that included asphalt
patching bridge decks, replacing damaged and missing bridge rail components, and trimming and
removing brush and trees interfering with bridge elements and sight distance issues.
Examples of more significant maintenance repairs include maintenance work completed at two bridges in
2022 using contracted forces that performed the following:
Through the inspection process, undermining was identified along the abutment for structure no. 89092-
OB. Public Works road crew worked to place material and armor the structure to prevent future scour.
Due to concerns about the structure, beginning in 2018 Public Works began monitoring bridge no.87244-
OB. This monitoring included collecting survey data on set points then comparing those to the baseline
year. This monitoring effort continued through 2021, with no significant movement observed. In 2022
Public Works worked with a contractor to place control density fill at either abutment. The placement of
the fill will slow the erosion and degradation of the material and extend the life of the bridge. Additional
monitoring was done and determined to discontinue after the repair.
Maintenance work orders are generated based on inspections performed.Work orders are prioritized by
Public Works staff. This information is then provided to Road Maintenance that then performs the repair.
Contracting construction services are also used to perform needed repairs.
CONSULTANTS
Kittitas County 2024 Annual Bridge Report
Kittitas County Public Works utilizes consultants to complement work done by the County and fill in where
technical expertise is needed. This includes the use of consultants for on-call structural analysis and for
bridge inspection.Through the procurement process, Public Works solicits qualified consultants to be on
the on-call list.On-call work is typically under a two-year agreement.
FLOOD WATCH AND EMERGENCY ROUTE
In 2021 Public Works installed real time flow monitoring on the Charlton Road Bridge over Naneum Creek
(Bridge No. 98288). Monitoring is being done to aid in flood watch. This may help to identify patterns of
flooding downstream and impacts to other bridges.
Five remote sensing locations are monitored throughout the County. This includes three bridge locations
(Manastash Road over Manastash Creek;Teanaway Road over North Fork Teanaway River;Charlton Road
over Naneum Creek),one culvert location (Wilson Creek Road over Wilson Creek)and one at an irrigation
weir(Naneum Creek north of Bar 14 Road).
LOAD RESTRICTED BRIDGES
Each bridge is required by National Bridge Inspection Standards (NBIS)to have a Load Rating calculation.
The Load Rating establishes how much weight the bridge can carry compared to a series of truck
configurations. A bridge which is unable to safely carry the full load of any of the truck configurations is
classified as a"Load Restricted Bridge"and is posted weight limited. Currently there are 18 bridges within
Kittitas County jurisdiction which are classified as"Load Restricted".Appendix C includes a map and listing
of load restricted bridges.
Prior to 2017,there were three standard truck configurations which were used to calculate load rating on
bridges. In 2017 eight new configurations were added for review. The additional truck configurations are
a result of new trucks that have been introduced by the trucking industry over the past decade. The
configurations vary by number and spacing of axles as well as overall vehicle weight. Kittitas County Public
Works has completed a project to provide updated load rating calculations to include the new
configurations for each bridge.
