KITTITAS COUNTY <br />COMMUNITY DEVELOPMENT SERVICES <br />2025 STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 131h, 2025 <br />ACTION REQUESTED: None: I-2066 Recommendations <br />BACKGROUND: I-2066 was passed by voters in November and signed into <br />law on 12/05/2024. <br />• Bans discrimination against Gas/ LP in construction <br />and by local utilities <br />• I-2066 is up for interpretation and dueling lawsuits <br />have been filed by the BIAW and a group against <br />who believes it to be unconstitutional. <br />• PA has recommended continuing enforcement of <br />State Building Codes until the codes are changed by <br />the State. <br />• The Building Department has had ongoing <br />discussions with many of our customers to keep <br />them informed of the status of the legal challenges. <br />• CDS will add a statement to our website providing <br />our position. <br />• If changes to the code are made, the county will <br />amend the requirements for all active permits under <br />the current code and notify customers of the change. <br />INTERACTION: CDS. <br />RECOMMENDATION: Continue enforcement of the current 2021 Building Codes <br />until litigation is concluded and/ or directed by the courts. <br />HANDLING: None. <br />ATTACHMENTS: I-2066 Status memo. <br />LEAD STAFF: Chad Bala, Director. <br />
