HomeMy WebLinkAbout2025 Budget Adoption Public Comment Dec 2, 2024
Thank you MrChaiman
Public recreation access to OURRIVERS is very important to me. I want to
preserve public access to OUR rivers for my grandchildren.
It came to my attention that Kittitas county has purchased land along the
Yakima River Canyon. Since 2017 over $8 million has been invested.
One year ago, I met with the public works director and inquired what is Kittitas
County's public access policy to over 400 acres of Yakima riverfront.?. The
Director stated that he had requested that the Sheriff department not do
enforcement along Stone road.
I have included 50 pages of comment into the record of this public budget
Hearing to support the $500,000 of REET 2 funding for capital recreation
improvements allocated to the 113 fund in the 2025 budget
This comments align with the goals, and strategies in the 2016, Kittitas
county parks, recreation and open space plan ,The 2018 Yakima River public
access plan, the 2021 , Kittitas County parks, recreation and open space
plan, and the amended Kittitas County Comprehensive plan
Kittitas County is not funded to become an operational and maintenance
recreational Provider. The Bureau of Land Management can manage the
recreational opportunities on Kittitas County Yakima River front ownership.
Kittitas County and the Bureau of Land Management are neighbors at Ringer
Loop. Bureau of Land Management has an public access trail through the
retired Yakima RV park. Kittitas County Sheriff provides security under
contract with the Bureau of Land Management in the Yakima River Canyon.
I encourage the Chairman exercise his leadership role on the Commission and
reach out to the Bureau of Land Management and further develop the
relationship to preserve public access to the Yakima River Canyon for my
grandchildren

Public comment for Dec 2, 2024 2025 Budget Hearing Springwood
Chairman
Four working days before 2025 Budget Public hearing there is not one document supporting the expense for Springwood
Ranch.
Where is the revenue and expense statement documenting the annual $100,000 deficient, "net of allege lease income
and grant funding not yet approved."
Kittitas County was gifted 576 irrigated acres property tax free farm land and the BOCC plan is to lose money, starting
day one! Any Kittitas County farmer or rancher could operate Springwood at a profit starting this Tuesday with a
head start like that.

BACKGROUND:
The Trust. for Public Land, a non-profit organization, acquired real property in Kittitas
County commonly known as Springwood Ranch. The Washington State Legislature
provided funding for this property in exchange for conveying, the property for public
benefit purpose. This included conveying property to Kittitas County, the Washington
State Department of Fish and Wildlife, the Yakima Nation and Kittitas Reclamation
District. The public benefit for the portion conveyed to Kittitas County is associated with
maintaining existing agricultural uses or future uses allowed under current zoning that
provide a public use benefit,
Final property transfer occurred October 31, 2024. This transfer of property included
Kittitas County accepting title; from the Trust for Public Lands. Current use of the
property includes a grazing lease and two caretakers provide contracted services.
i)IS(V-S_ S10N:
Kittitas County staff expects that the County-owned lands will continue to be managed
for agricultural purposes into the foreseeable future. All four property owners are
requesting grant funding to help cover interim expenses. However, even with grant

funding support and the grazing lease revenue, we anticipate that the property will have a
$200,000 funding deficit over the first two years. The; Kittitas Reclamation District water
assessment is the most significant cast associated with the property.

In 2017 GrantPUD had to divest itself of the Wanapum Village parcel 41583. Because of mitigation required to surplus
GrantPUD expected to receive almost no money in a surplus sale.
When it came time to surplus the property a bidding war started between Orchard Companies with Zirkle Fruit Co. being
the winning bid at over$4,000,000.

Public comment for Dec 2, 2024 2025 Budget Hearing
Chairman
The Daily Record legal noticed a Public Hearing for Dec 2, 2024. The Agenda for the meeting contains NO SUPPORTING
DOCUMENTS.
I have brought to your attention the failure of Kittitas County to provide and maintain a public record. Both the PW
comments and my Yakima River Canyon comments are not currently part of either meetings record.
The record (s) are available through a PDR, which can take 20-30 days to be filled. The Chairman is free to file a PDR at
the Dec 2 hearing for the 2025 budget record for BOCC review. . Personally I would like the public have the
opportunity to review the 2025 budget record before the Dec 2, 2025 public hearing.
When will the 2025 budget record be available for public review?
The current BOCC voted for the REET2 tax to support public capital recreation. The Budget and Finance Director states
REET2 is fully diverted to the county road fund. Kittitas County property owners are taxed $8.8 million to fund the
county road district tax.
During the current election 69.9 % voted not to provide additional taxes for the Road Levy.
Have REET2 funds support any capital recreation in Kittitas County? What is the 2025 plan for over$1.3 in REET2
2024 funding in 2025? Public Recreation is the most renewable industry in Kittitas County. Recreation sites in the
Yakima River Canyon host over 550,000 visitors annually.
I am requesting $100,000 in REET2 funds to support capital recreation improvements for the Yakima River Canyon.
Invest in capital recreation so future generations have access to OURRIVER.

BOCC
I would like to recommend an annual $100,000 be budgeted in the 2025-2030 Capital Improvement Plan (CIP) budget to
be funded by REET11 revenue in support of public recreation in the Yakima River Canyon.
Over 550,000 visitors enjoy the Yakima River Canyon every year. The visitors activities have the highest population
participation rate per RCO survey results.
The Capital investment will quickly fund to completion the Yakima River Access trail from Hansen Pit to Stalder Trail
access as detailed in the attached plan.
The funding will resolve the historic public trespass over BNSF railroad tracks to access Hansen Pits.
Agreement with BLM for the management of Kittitas County lands can be exchanged for a simple BLA at the retired
Yakima River RV park to relocate Ring Road North Access.
2025-2030 is the time to make a Capital investment in Kittitas County Recreation to protect public access to OUR RIVER
for future generations. .
Thank you

The BLM has done a fantastic job developing recreation in the Yakima River
Canyon. The continuous improvement and cleanliness of the recreation sites
is outstanding and consistent. Thank you. Uniform BLM management from
Stone Road to the Rosa recreation area along the Yakima River Canyon is a
worthwhile goal. Preventing the public from loving the river to death will

The condition of a vault toilet sets the tone for a recreation site.
BLM vault toilets are always spotless. Recommend 6 plus toilet
roll holders, decal to keep toilet lid shut, pull handle and spring

always has three sides to prevent sprung doors.

Fees
Raise fees $10 daily $20 camping $30 yearly, lots of pass option
through BLM. Veterans are free. No pass confusion. Go cashless
with just ROK fee stations. It costs 30% of fees collected to
handle cash. Today the public rips a stub off pay envelope and
places it on their dash, parking for free. It is not possible to timely
track if the fee stub was paid. Going cashless this is prevented
and higher compliance with the RKO system. .
A Vehicle Access Pass is issued at no charge by WDFW
with the purchase of any annual hunting, trapping, or
fishing license, excluding an annual razor clam or
shellfish/seaweed license. A Vehicle Access Pass allows you W
to park at WDFW wildlife and water access areas.

Install at all sites to collect usage data yearly. There is an
"unlimited" source of new visitors that use 1-82 daily. 20,046

Management needs to provide the path to enjoy our river or the
public will make one. Example Milepost 20 "hacked in" boat
launch. Less signs the better. "No day use parking at camp sites
at Rosa" Remove signs and campsites. Cobble edge boarders
to keep public on trail, Ecology block benches to mark trail,
provide kiosk, show access site to river. Make it fun with Selfie
