KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 12, 2024 <br />TOPIC: Task Order No. 1 Amendment 2 with Consor North America, Inc. <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Public <br />Works Director signature on Task Order No. 1 <br />Amendment No. 2 with Consor North America, Inc. <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Approve the Resolution to authorize the Public Works Director signature on Task Order <br />No. 1 Amendment No 2 with Consor North America, Inc. <br />BRIEFING SUMMARY: <br />• Public Works procured on -call professional Public Outreach Services with Consor <br />North America, Inc. (Consor) in December 2022. <br />• Resolution 2023-150 authorized Task Order No. 1 to support outreach efforts for <br />a 2024 Road Fund Levy election. <br />• Amendment No. 1 to Task Order No. 1 from November 2023 amended to ensure <br />legal compliance with public outreach. <br />■ Method of distributing materials was not included in the original scope. <br />• To ensure timely distribution of materials, Consor provided materials distribution <br />services. <br />BACKGROUND: <br />The Ten -Year Transportation Asset Management Plan (TAMP) identified the need to <br />address critical transportation asset investments. This plan utilized an annual inflation <br />rate of two (2) percent. Inflationary impacts from 2021-2023 accumulated to 16.8 percent <br />per the Western States Consumer Price Index (CPI). This has affected the ability to keep <br />up with the anticipated road needs in the TAMP. From 2015-2019 levy shifts also <br />impacted the road fund. While this allowed for the creation of the County's water bank <br />system, which has benefited the county and residents, it came at an expense to public <br />works infrastructure maintenance. To address this need, a road levy lid lift was proposed. <br />DISCUSSION: <br />Public Works has contracted with Consor North America, Inc.(Consor) to provide public <br />outreach supporting services related to the 2024 road fund levy. In addition to public <br />outreach Consor provided research efforts including phone surveys and focus groups. <br />Utilizing this information Consor developed outreach materials.
