PLANNING COMMISSION MINUTES
Courthouse RM 201 , ELLENSBURG
Special Meeting
TUESDAY 6: 00 PM September 11 , 2024
Board members present: Michael Lundin, Joseph Pearson, Warren
Taylor, and Pat Deneen.
Not Present: Bruce Coe and Scott Carlson.
Others : Chad Bala, Jamey Ayling, and Jessica Miller and no (0)
members of the public .
Meeting was called to order at 6: 00 P.M.
CALL TO ORDER
CITIZEN COMMENTS (1 min. time limit)
There were no citizen comments .
NEW BUSINESS CONTINUED
CONTINUED PUBLIC HEARING TO CONSIDER 2024 ANNUAL DOCKET OF
COMPREHENSIVE PLAN AND DEVELOPMENT REGULATIONS AMENDMENTS
CDS DIRECTOR CHAD BALA and PLANNING MANAGER JAMEY AYLING
provided a brief explanation of the need to revisit two of the
docket items from the 9/10/24 public hearing due to an
abstention issue and whether or not that qualifies as a quorum.
After discussion with KC PA office, and to be safe, we will
revisit two docketed items . Staff will continue to research this
as we move forward and may require updates to the Planning
Commission processes and bylaws etc .
Commissioner Deneen: Suggest we open these two docketed items
up for reconsideration.
Vice-Chair Lundin: This stuff is just moving so fast and it' s
hard to keep up and appreciate staff' s time and effort on all of
this .
Commissioner Taylor: the comment that this stuff is moving fast
is a reason for denying the item such as the Title 14 request .

Docket Item 2024-08 - Title 14
CDS DIRECTOR BALA presented the docket item for reconsideration.
Discussion occurred regarding the decision to approve included
the concern it was going to be too simple, unaware of the
unintended consequences that could occur, and wanting to make
sure that the elected officials were the ones making the
decisions on adopting the code amendments as they come through
from the state . Staff recommends the Planning Commissioners
revisit the motion and discuss the voting on it .
COMMISSIONER PEARSON moved to recommend denial of docket item
2024-08 . COMMISSIONER TAYLOR seconded. Discussion - none . Motion
passed 4-0 .
Docket Item 2024-09 - Title 12
CDS DIRECTOR BALA presented the docket item for reconsideration.
Discussion occurred regarding clarification of changes . Staff
specifically references findings of fact #8 which is the
original motion with the changes proposed that was voted on.
Commissioner Deneen: This was the motion that was made and
supported by KC Dept . of Public Works .
CDS Director Bala: Yes and confirmed the original motion as
it' s described in Findings of Fact #8 .
Vice Chair Lundin: I know more than what you (Commissioner
Deneen) think. There are other roads that are not getting help.
The reason I kept out of this is because I really didn' t know
how much building would be behind that and the associated cost .
COMMISSIONER PEARSON moved to confirm the motion that was
presented on September loth consistent with the proposed Findings
of Facts of number 8 be recommended with approval to the Board
of County Commissioners . COMMISSIONER DENEEN seconded.
Discussion - none . Motion passed 4-0 .
CDS DIRECTOR BALA provided, reviewed and presented the Findings
of Fact handout to the Planning Commissioners .
COMMISSIONER DENEEN moved to accept the Findings of Fact for the
2024 Annual Comprehensive Plan Docket as discussed and presented
by the Director. COMMISSIONER TAYLOR seconded. Discussion -
none . Motion passed 4-0 .

VICE-CHAIR LUNDIN concluded the Kittitas County Planning
Commission Public Hearing meeting.
