Thank you once again for the opportunity to share our 2024 Kittitas County Regional Library Board (KCRLB)
Annual Report and 2025 Budget Requests. In the following packet, each city library has provided a brief
report of their past year activities and 2025 funding request.
Established by the Commissioners in 1996,the Regional Library Board continues to thrive collaboratively as
we work together to further our services and maximize our resources to our county residents. Our city
libraries continue to offer reciprocal borrowing privileges and a shared Integrated Library System (ILS),the
online catalog. Not only can county residents obtain a free card from the other city libraries, but patrons can
also research items housed in each building virtually. Our reciprocal agreement has proven to be most
beneficial and important.Our collaborative nature is crucial as we can help each other and everyone in the
county.
The Summer Reading Program at all libraries continues to grow and thrive every year.All libraries had a
record amount of public participation.KCRLB once again collaborated with CWU Lion Rock Visiting Writer
Series featuring Roy Scranton as our 2024 One Book One County Author. His program was well received and
attended.
The county's financial support is crucial to continuing quality library services to residents of Kittitas County.
We are again requesting$1500 in support of the Summer Reading Program Regional Project.These funds will
be distributed equally to the 3 smaller libraries to supplement their budgets for summer reading incentives
and supplies.This program encourages all kids in Kittitas County to continue reading through the summer
months. We are also requesting$1000 to help support the One Book One County program.These funds will
go directly towards possible author visits and/or programming efforts.

The Ellensburg Public Library respectfully requests $123,000 from the County for 2025 funding year. In
2024, the City of Ellensburg allocated 1.35% of its general fund to pay for library services. County
contribution comprised of 8.1% of library funding with 44% of library cardholders being county
residents. County cards increased 10% from 2023.
As our hotspot checkouts continue to increase, we have added a fourth
hotspot to facilitate this demand. We have added text notifications for —
hold items for immediate notification for our patrons. With City support, ,
we were able to upgraded one Library Assistant position to Library
Specialist. Our electronic resources, which includes eAudio and eBooks, .
continue to rise in usage. Library programming for youth and adults has
been full and abundant, engaging patrons of all ages. Our popular _
programs included Humanities Speakers Series, children's storytime,
jigsaw puzzle tournaments and our summer reading program. We
continue to collaborate with local organizations such as Audubon, Merit,
League of Women Voters, etc. We just recently hosted National Voter `"
Registration Day with Auditor Bryan Elliott demonstrating the Accessible
Voting Unit.
Our Hal Holmes facility has also been very busy providing meeting and , f
program space for our community. Our reservation system recently
changed from Evance to Local Hop with credit card payment capabilities.
The Ellensburg Public Library continues to thrive and serve the community. We are working at full
capacity with in-person and virtual services. Thank you again for your continued support of the library
and for your consideration of the library's 2025 budget request.

Moving into the year 2024, the three larger Kittitas County
libraries continue to share their Integrated Library System
(ILS). Community members find this arrangement user friendly
as they can view what holdings are in their neighboring libraries.
Through an interlocal agreement patrons can receive a card in
any county library if they are a member in good standing at
their hometown library. South Cie Elum residents can only get a
"free" card at the Carpenter Memorial Library as the City of
South Cie Elum pays a stipend to the City of Cie Elum which
overrides the individual card payment.
Unincorporated patronage is the highest it's ever been here at
Carpenter Memorial Library. Unincorporated residents make up
53% of registered card holders; the City of Cie Elum comes in
at 34%. Other users (Roslyn, South Cie Elum & Ellensburg) make
up the remaining 13%.
Comparing years 2023 vs 2024, January through August, all
usage numbers are higher. Circulation (excluding digital library)
is +7%. New borrowers increased +10%. Digital library usage is
up +32%.
We had our busiest Summer Reading Program to datel From our
f irst event to last, we exceeded expectations in attendance and
participation. Our largest turnout was with "The Reptile Lady"
which was held in collaboration with the Roslyn Library. Due to
preprogram interest, we rented a larger space - over 250 people
were in attendance. Partnering with the FISH program sack
lunches were delivered to the kids after each program.
According to FISH, the library was the busiest of their daily
meals in Kittitas County.
The City of Cl a Elum has provided a proposed budget increasing
the library's 2025 budget by -$23,000.00. We are requesting
that the BOCC support the library with the subsidy of
$39,000.00 (increase of $8000.00 from $31,000.00 in 2024).

We recognize the difficult decisions the budget committee
faces, but believe it is crucial to invest in our libraries.

Dear Commissioners:
The Gilmour Memorial Library is open to the public approximately 1000 hours per year. We currently
have 1013 registered cardholders. 574 are City of Kittitas residents and 439 are County. Our services
remain free to all patrons.
2024 has been a bit of a challenge because of building issues with the library that caused us to have to
move some of our books and movies to the Conference Room at City Hall in June. We continue to serve
our patrons and although we have fewer items for checkout at City Hall,we keep a list of requests from
next door and bring any requested items over at least once a week, so we make it work. We are getting
ready to move into a much larger area at City Hall, and we will be starting that move soon. We will
continue to serve our patrons during this move as it is just down the hall.
We have 17,820 items available for checkout. On top of that,thanks to the Washington Anytime Library
subscription,we have thousands of electronic books,audio books, and now magazines available to our
patrons online for computers, smart phones and Kindle Readers. We have 4 public access computers
and have wireless Internet services for laptops and smart phones, however since June the computers
have been temporarily unavailable until we move into our larger area. We will have 2 available then.
We continue to have a lot of children's books checked out each year. Through September 2024, 61%of
children's books are checked out by County patrons.
In 2023 we participated in the City's"Trunk or Treat". We had 250 children and 500 adults come
through our library. Volunteers for the City now have a Haunted House each year and it will be located
in the Council Chambers at City Hall this year. We will have the library open during that time and will
hand out bags with library information bookmarks and candy. Since we will be right next to the Haunted
House,we expect at least 500 kids this year.
In December of 2023 we had "Christmas in Kittitas" again. We had 92 kids come see Santa and they
were all given a free book courtesy of the Kittitas Friends of the Library. We had close to 100 adults as
well. In 2024,we will have Santa at City Hall and will have fun games for the kids to play and once again
we will hand out free books and goody bags from Santa.
We had our"Cup of Cocoa and a Book to Go" activity with grades K-3 again this year. We had 177 kids
come over 4 sessions. They enjoyed it very much and got to make valentine's, eat a cookie,drink cocoa,
and pick out a book to keep that was donated by the Kittitas Friends of the Library. This will continue in
2025.
Our Summer Activity Program ran 4 weeks this year. We offered in-person and take home packs for our
kids that couldn't attend in-person. At the end they received a free book from the Friends of the Library
and earned prizes for doing their activities and for reading books during the program. We used the
Council Chambers this year and our kids and parents enjoyed it very much!
The Parke Creek Boys Home continues to use our library. They enjoy coming in to pick out their movies
and books. We have done this for several years now and it has been nothing but positive.
The first half of the year we had our monthly scavenger hunt around the library. The kids love finding
everything on their clue sheet and then get a prize when they finish. We don't have room at the
moment to continue, but, as soon as we get moved into our larger area, we will continue. We also have
a holiday tree. Each month children decorate an ornament for the theme of the month, and then they
hang it on the tree. We also have coloring pages for the kids to come pick up each month. We try hard
to make the library a fun place for our kids!

The City Council raised our budget in 2024 from 2023. For our 2025 budget, I spoke with our City
Administrator and we expect to have a 3% increase in our budget making it$40,345.
The Gilmour Memorial Library respectfully requests$9,500 funding for the 2025 Budget Year from the
County. This is the same as last year. We will continue offering everything to our community in 2025
that we have in previous years.The City has continued to increase our budget each year, and our County
circulation is still over 1/3rd of total circulation, so we are very thankful for the money from the County
each year!

County! Our City continues to grow and we are doing our best to grow with it! Our City Council is
committed to making sure our Library continues on for years to come.

Honorable Commissioners Osiadacz, Wright and Wachsmith:
The Roslyn Public Libraryjust celebrated its two-year anniversary in our newly remodeled
Location as well as the completion of the window restoration. This is such a beautiful
Library and the community really Loves it! The library is still the only location in Roslyn that
has space for gatherings free of charge and we now have several regular evening events
including Poetry Open Mic Night the third Friday of the month, Dungeons and Dragons until
6:00 p.m. on Wednesdays, and various workshops on Tuesday evenings.
Ongoing programs include:
• Chess Club for elementary school age children
• Storybook Reading Time and crafts for preschool children
• Thursday book club for adults
• Thursday Stitching circle
• Lego Creation Club
• Summer Reading Program in conjunction with Cle Elum Library
(Attendance averaged 20 children per week for the 8 week program)
New programs in the planning stages are:
• STEAM program for children
• Travel Log presentations by local community travelers
• Ancestry Workshops
Friends of the Roslyn Library continue to be very generous in their support for the Library.
Once again, they have supported the library with a $10,000 budget to be used for books,
digital content, supplies, new bookshelves, programs and club expenses.
I have attached some graphs showing the increases in patrons, volunteer participation, and
circulation.
We are very grateful for the county's ongoing support of the Roslyn Public Library and are
requesting continued support of $26,000 for 2025. The additional $2000 will help pay for
increased costs to support new programs.

Lion Rock Visiting Writers Series

This year, we have partnered with the President's Office and the Kittitas County Regional
Library Boad in organizing our signature Spring event around the environmental writer, Roy
Scranton, who gave a craft talk and a public reading at CWU. As part of our co-operation
initiatives, Scranton also visited the Ellensburg High School and attended a Climate Panel at the
Ellensburg Public Library.
As part of the Living With Climate Change Series at Central Washington University, this two-
day event brought awareness to the climate change and sparked lively discussions in our
communities through on- and off-campus talks,readings, and panels! On 25 April 2024 morning,
the Environmental Club students at the Ellensburg High School hosted Roy Scranton for a Q&A
session on climate change. Scranton answered student questions and discussed the future of our
planet.
In the afternoon, Scranton met the CWU students at the CWU Brooks Library for a craft talk
centering around Witnessing Climate Change and discussed writing as a way to sophisticate the
problem of climate change. On the same day, at 6:00 pm, Scranton gave a public reading,where
he delivered a lecture around his new book Ethical Pessimism: Climate Change and the Limits of
Narrative.
The very next day, on 26 April 2024, Friday, Roy Scranton was joined by a group of experts,
academics, and community members in a discussion panel titled "Optimism and Pessimism
about the Anthropocene: Is It the End of the World As We Know It?" at the CWU Public
Library. Under the guidance of the Moderator Pamela McMullin-Messier, Professor and Chair of
Department of Sociology,panelists shared their visions of the world in the era of climate change.
Alongside Scranton were Carlyn Saunders from the KEEN (Kittitas Environmental Education
Network), Jeff Hashimoto,the Science/Environmental Science teacher at Ellensburg High
School, and Gwynn Scoville, a student from EHS Environment Club, Ellensburg High School.
As part of the "One County, One Book" initiative,KCRLB purchased Scranton's books and
distributed across member libraries in the county.
All these events were organized in coordination with the President's Office, CWU Environnmental
Studies,Ellensburg Public Library, Kittitas County Regional Library Board, Kittitas
Environmental Education Network, and Ellensburg Public School.

CWU Libraries is committed to being a full partner with students and faculty in providing transformative
teaching, learning, and research. We provide a wide variety of services, resources, and programs. We
seek to make our offerings even more deeply integrated with the needs of our students and the greater
CWU community. Our guiding directions are to be a partner in transformative teaching, learning, and
research; to welcome the university community with excellent service and resources, seamless access to
those resources and services, and inclusive spaces and programs accessible and approachable to all; to
add to the quality of life of the CWU community; and to create and extend an atmosphere of
inclusiveness and diversity.
The James E. Brooks Library is a well-loved center of activity on campus, providing physical and
electronic resources and diverse study spaces. Brooks Library welcomes members of the public. On a
weekly basis the building is open 96.5 hours during fall, winter, and spring academic sessions, 81.5 hours
during summer academic session, and 40 hours during academic intersessions. We are committed to
providing programming to bring members of the wider Kittitas County community to the library and to
bringing library resources to the community. Over the past year, CWU Libraries organized a variety of
programming which was free of charge, open to all, and designed to foster community engagement.
Here are some highlights from the 2023-2024 reporting period:
• Constitution Day with free pocket-sized U.S. Constitutions
• National Voter Registration Day with the League of Women Voters of Kittitas County
• Banned Books information table at the Ellensburg Farmers Market
• 9th Annual Archives and Museums Crawl in partnership with the CWU Archives and Special
Collections, the CWU Museum of Culture and Environment,the Ellensburg Public Library and
Archives,the Kittitas County Historical Museum, and the Washington State Archives Central
Branch.
• Cultural Conversations, a quarterly hybrid event in partnership with the CWU Office for
International Studies and Programs and the Ellensburg Public Library which brings storytellers
and attendees together to discuss global cultures and traditions.
• Provost Lecture Series, a quarterly hybrid event in partnership with the CWU Office of
the Provost and the CWU School of Graduate Studies and Research.The Provost Lecture series
spotlights current faculty research from across CWU, allowing the community an opportunity to
learn about the innovative research and inspiring creative work of CWU faculty.

Roy Scranton is the author of several books,including the novel
War Porn(2016),and Learning to Die in the Anthropocene:Reflections
on the End of a Civilization(2015).He has been awarded a Whiting
Fellowship in the Humanities and a Lannan Literary Fellowship for Fiction.
Scranton teaches creative writing and environmental humanities at the
University of Notre Dame,and serves as director of the Notre Dame
Environmental Humanities Initiative.His next book,Ethical Pessimism:
Climate Change and the Limits of Narrative,is due out from Stanford
University Press in 2025.

conversation. Newsletter is now digital
C. Ellensburg- Library will be hosting it's 114t" birthday on January 20, 2024.
There will be live music, library tours and cake. Library also in the process of
hiring a Youth Services Assistant and Reference Specialist.
D. Kittitas- No report
E. Roslyn- broken water pipes, layout of library coming together, space is going
well, lego club popular 36 kids, chess club going well, Suesspalozza March 9,
2024, donations from patrons, need additional seat for Horizon

A. Cle Elum- In process of updating agreement with South Cle Elum on waiving
library card fee. Amy was hired to facilitate SRP.
B. CWU Brooks Library- Cultural Conversation program tonight with Claudia
Wright from Colombia. Looking to collaborate with Lion Rock group.
C. Ellensburg- Library currently hosting WA Huminites speakers:

E. Roslyn- Reptile person coming to present during SRP; second seat for Horizon
has been helpful;third Friday of the month open mic poetry reading; funding
received to replace library windows to be completed first week of June.
F. Genealogy- new library intern just started and created a new aid to locate
information on James Brooks. Diane will be attending the Genealogical
Society conference and Northwest Archivist Association meeting.

Vill. Library/Member Reports
A. Cle Elum- Finished up SRP, was great success. Jane is working on updating
her job description. Cle Elum is also part of statewide broadband pilot
project.
B. CWU Brooks Library-when classes resume Ali will be meeting with Katharine
Whitcomb.
C. Ellensburg-Summer programs were successful and well attended. Reading
portion will continue till Labor Day weekend. City in process of developing
2025-2026 biennial budget.
D. Kittitas- Library is still closed to the public but currently working out of City
Hall. Staff are retrieving requested books for patron checkout.
E. Roslyn-window restoration project completed. Many events were held at
the library: Master Gardeners, tabletop gaming, poetry group. Currently
looking for library substitutes. In need of Dungeon and Dragons game
facilitator. Ali will send Claudia information
F. Genealogy- currently has a 2nd library i.t�tern for-the summer to help catalog
the collection. Open M-W 10am-1pm,.
