KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: May 13, 2024 <br /> TOPIC: Search and Rescue Facility Boundary Line Adjustment <br /> ACTION REQUESTED: Direct Staff <br /> LEAD STAFF: <br /> Cameron Curtis <br /> RECOMMENDATION: <br /> Direct staff to prepare enabling documents including deeds for a Boundary Line <br /> Adjustment <br /> BRIEFING SUMMARY: <br /> • County parcel for the Regional Search and Rescue Facility is five acres in size. <br /> • Site constraints for well location to serve the site placed it near the parcel line. <br /> • A Boundary Line Adjustment was approved by the City of Cle Elum to allow for <br /> setback areas around the well to be entirely encompassed on the County owned <br /> parcel. <br /> BACKGROUND: <br /> Kittitas County received a Congressionally Directed Spending Request from <br /> Representative Schrier in 2022 for the Regional Search and Rescue Facility. For the past <br /> year Public Works has worked to deliver plans and specifications to support the <br /> construction of the Search and Rescue Facility on the County owned parcel adjacent to <br /> the Cle Elum Airport. The five acre parcel was created through the 2021 Cle Elum <br /> Municipal Airport Short Plat. <br /> DISCUSSION: <br /> Public Works has completed the site design for the Regional Search and Rescue Facility <br /> and has submitted for permit approval. The site includes construction of a well to serve <br /> the facility. In placing the well location it became apparent that setbacks around the well <br /> head were falling outside of the parcel owned by the County. To meet the requirements of <br /> well placement, a Boundary Line Adjustment was proposed and accepted by the City of <br /> Cle Elum. The original parcel size was five acres, with area located to the east of the <br /> airport access road not being used.
