KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: May 13, 2024 TOPIC: Search and Rescue Facility Boundary Line Adjustment ACTION REQUESTED: Direct Staff LEAD STAFF: Cameron Curtis RECOMMENDATION: Direct staff to prepare enabling documents including deeds for a Boundary Line Adjustment BRIEFING SUMMARY: • County parcel for the Regional Search and Rescue Facility is five acres in size. • Site constraints for well location to serve the site placed it near the parcel line. • A Boundary Line Adjustment was approved by the City of Cle Elum to allow for setback areas around the well to be entirely encompassed on the County owned parcel. BACKGROUND: Kittitas County received a Congressionally Directed Spending Request from Representative Schrier in 2022 for the Regional Search and Rescue Facility. For the past year Public Works has worked to deliver plans and specifications to support the construction of the Search and Rescue Facility on the County owned parcel adjacent to the Cle Elum Airport. The five acre parcel was created through the 2021 Cle Elum Municipal Airport Short Plat. DISCUSSION: Public Works has completed the site design for the Regional Search and Rescue Facility and has submitted for permit approval. The site includes construction of a well to serve the facility. In placing the well location it became apparent that setbacks around the well head were falling outside of the parcel owned by the County. To meet the requirements of well placement, a Boundary Line Adjustment was proposed and accepted by the City of Cle Elum. The original parcel size was five acres, with area located to the east of the airport access road not being used.
