KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: April 8, 2024 <br /> TOPIC: Flood Control Zone District Match <br /> ACTION REQUESTED: Direction to Staff <br /> LEAD STAFF: <br /> Arden Thomas <br /> RECOMMENDATION: <br /> Direct staff to prepare enabling documentation for Interlocal Agreement with City of <br /> Ellensburg and work on necessary budget changes to support. <br /> BRIEFING SUMMARY: <br /> • The City of Ellensburg was awarded Flood Control Account Assistance Program <br /> (FCAAP) funding by the Department of Ecology. <br /> • This grant will fund a city-led effort to improve flood risk information associated <br /> with Whiskey and.Mercer Creeks in the city and 'identify flood mitigation actions. <br /> • The City has asked the Flood Control Zone District to provide matching <br /> contributions valued at$100,000 in the form of District staff time and tasking our <br /> on-call consultant with integration of the City's work with County-led flood risk <br /> assessment. <br /> • This contribution is not currently budgeted for 2024 and will require a budget <br /> amendment. <br /> • The Flood Control Zone District proposes to first look for cost savings in other <br /> projects in 2024 to cover these expenses. If this cost savings cannot be found,the <br /> Flood Control Zone District may need to reduce our 2024 contribution to the City <br /> of Ellensburg Reecer Creek levy project to provide the required match. <br /> BACKGROUND: <br /> The City of Ellensburg was awarded Flood Control Account Assistance Program <br /> (FCAAP) funding by the Department of Ecology. This grant will improve information <br /> available about flood risk from Whiskey and Mercer Creeks in the city and identify <br /> effective mitigation actions.
