Cook RECOMMENDATION: Award professional service agreements to Kimley-Horn and BHC consultants. BRIEFING SUMMARY: • Planning support services were solicited via a statement of qualifications (SOQ) process and properly advertised. • An internal selection committee scored the responders and were split on selected the first and second selections. • Staff recommend awarding service contracts to the first and second selections from the review committee. BACKGROUND: Following the termination of DCB Watershed as CDS' task order consultant, CDS solicited for planning support services through an SOQ process. Four firms responded to our solicitation. An internal review committee reviewed the four submittals, ranking them for selection. DISCUSSION: Two of the review committee members selected Kimley-Horn as number one and two selected BHC as number one. Given the youth of the current planning staff and the large workload looming with the ten-year required update to the comprehensive plan, staff recommend awarding both firms professional service contracts. FISCAL IMPACTS: Professional services are budgeted in the department's 2024 annual budget. LEAD STAFF: Jamey Ayling, Planning Manager RECOMMENDATION: Direct Staff to pursue a code amendment of Title 17 separating animal slaughter and meat preparation from agricultural processing definition and adding new section to 17.15 allowed uses. BRIEFING SUMMARY: Working on the siting of multiple agricultural processing facilities and seeing the controversy associated with the location of certain uses has suggested that staff should utilize the Planning Commission to pursue a code amendment to separate animal slaughter and meat preparation from the agricultural processing definition and consider appropriate zones these specific uses should be permitted or allowed by conditional use. BACKGROUND: Commissioner Wachsmith met with planning staff and requested this topic be presented to the board for consideration at a study session. The intended outcome of the study session is to determine if this should be forwarded on to staff to conduct research and analysis for a code amendment out of docket cycle. Meat processing facility inquiries and applications have increased recently, some more controversial than others leading Commissioner to consider necessity of revising the siting criteria in an attempt to eliminate some of the controversial land use applications in the future. DISCUSSION: Planning Manager Ayling met with Commissioner Wachsmith and discussed the pros and cons of removing agricultural processing as a conditional use from the allowed use table completely. It was suggested to separate the animal slaughter and meat processing from agricultural processing and bring that forward to the rest of the commission to determine if this should be considered. FISCAL IMPACTS: No fiscal impacts are anticipated.
