BRIEFING SUMMARY: • Kittitas County Public Works Department is required(WAC 136-04) on an annual basis to send an Annual Certification to the County Road Administration Board (CRAB) • Reporting is related to departmental information on management and administration, policies and operations • Signature from the Board of County Commissioners Chair, Sheriff, Auditor and Engineer are required for submittal BACKGROUND: Public Works is required to provide the County Road Administration Board (CRAB)with an annual certification covering administration, policies and operations. In addition, annually the County Sheriff, County Auditor and the Board Chair are required to certify traffic law enforcement diversions from the Road Fund. The County Engineer is also required to sign certification documents. DISCUSSION: Annually, the Chair of the Board of County Commissioners and County Engineer are required to certify reports to CRAB covering administration, policies and operations of Public Works. This includes any Diversion of Road Fund Expenditures for Traffic Law Enforcement as well as annual certification. The Sheriff, Auditor and County Engineer have each signed. The Board Chair's signature is now needed completing the annual reporting document. Recently the CRAB Annual Reporting System (CARS) was updated. One update is the use of an electronic submittal process for the Digital Submittal Certification. In place of Page 1 of 2 Public Works"Work Session Staff Report"2024 submitting paper documents the Digital Signature Certification is signed and submitted electronically through CARS. Hard copies of the certification and signature sheet are no longer being used. FISCAL IMPACTS: Reporting to CRAB is included as part of Public Works annual work program. DATED this 25th day of March 2024, at Ellensburg, Washington. BOARD OF COUNTY COMMISSIONERS KITTITAS COUNTY, WASHINGTON Brett Wachsmith, Chairman Attest: ❑ Clerk of the Board- Julie Kjorsvik Laura Osiadacz, Vice-Chairman ❑ Deputy Clerk of the Board- Mandy Buchholz Cory Wright, Commissioner KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE: March 25,2024 TOPIC: Letter from FEMA Dated March 13, 2024 ACTION REQUESTED: Direction to Staff LEAD STAFF: Arden Thomas RECOMMENDATION: Direct staff to continue to support FEMA's efforts to improve flood risk models and update the Board of County Commissioners about the status of the investigation. BRIEFING SUMMARY: • The Board of County Commissioners received a letter from the Federal Emergency Management Agency (FEMA) regarding a proposed flood risk study. • The proposed flood risk assessment methodologies use techniques vetted by the Flood Control Zone District. • The areas selected by FEMA for study are locations where County staff have concerns that current FEMA mapping does a poor job assessing flood risk. • The FEMA study includes an area located just east of Cle Elum, and several streams on the east end side of the Kittitas Valley. • There will be opportunities through the FEMA process to provide feedback and comment. BACKGROUND: Many of the mapped floodplains within Kittitas County were assessed for flood risk in the late 1970s and developed utilizing approximate mapping techniques. The Flood Control Zone District has been securing FEMA funding to update maps. FEMA now proposes to conduct flood studies for several streams on the east side of the Kittitas Valley and for an area east of Cle Elum. These studies would eventually update the regulatory maps. DISCUSSION: The current mapping is based on outdated information and engineering methods. The Flood Control Zone District has been utilizing 2-D modeling to assess flood risk along alluvial fans, which is the best model approach for complicated out of bank flooding. FEMA will be utilizing this modeling approach where appropriate. Page 1 of 3 PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT i I When areas are inappropriately mapped in the floodplain, this results in unnecessary expense to property owners. When areas are inappropriately mapped out of the floodplain, property owners are at increased risk. If the County has concerns about the flood results and the accuracy of the effort, we will have additional opportunities to provide this comment. FISCAL IMPACTS: Staff time necessary to coordinate with FEMA is covered by existing Flood Control Zone District funding. In March 2024,we met to discuss the scope of work with community officials during a community engagement conference call. As discussed, FEMA's goal is to offer useful, credible data, and a fair process to help you make informed decisions to continue building a safer and stronger community. These engineering data models will form the basis for the proposed Special Flood Hazard Areas (SFHAs)that will be presented on the Flood Insurance Rate Map (FIRM) for your community. An SFHA is an area that is subject to inundation by the 1-percent-annual-chance flood(also called the base flood). Over time, water flow and drainage patterns in your area may have changed dramatically due to surface erosion, land use, and natural forces. The models are based on the latest topographic data available, which reflects all physical changes to the floodplain since the previous study, for the areas being revised. Given these factors, the likelihood of flooding in certain areas may have increased or decreased over time, changing the SFHA designations. Draft flood hazard information for Kittitas County, Washington (developed by FEMA's mapping partner, STARR 11)will be based on one- (1 D) and two-dimensional (2D) hydraulic engineering models developed using the free, publicly available tools developed by the U.S. Army Corps of Engineers (USACE) Hydrologic Engineering Center. These tools are widely used,well-documented, and meet the applicable regulations (44 CFR 65.6(a)(6))for use within the National Flood Insurance Program(NFIP). An online web viewer is available for reviewing the stream reaches scoped for this flood study update: httn://tinvurl.com/WAKittitasCO. The specific engineering models were selected based on a variety of factors including, but not limited to, the type of study performed (e.g., base or enhanced, shallow flooding, coastal, alluvial fan, etc.),the size of the drainage area affecting the flooding source, and the type of terrain present(e.g., flat, hilly, mountainous, etc.). If there are any concerns with the proposed engineering methods, your community should notify the FEMA Project Officer, listed below, within 30 days of the receipt of this notification. Your community will have additional opportunities to comment on and provide feedback about the models and other draft flood hazard information throughout the project. If there are uncertainties about the ww ,ferna.gov Chair Wachsmith March 13, 2024 Page 2 mapping data that have been collected and analyzed, a formal appeals process and period will be available to help resolve any remaining questions before the flood hazard information becomes effective. FEMA wants to ensure that the most up-to-date and accurate technical data are used to develop the flood risk products. FEMA relies on your feedback, partnership, and knowledge during this important project to determine the extent of flood risk in your community, and in support of your efforts to reduce those risks. We look forward to working with community officials and other stakeholders in Kittitas County, Washington to increase flood risk awareness and reduce the risk to life and property from flooding. Your initial feedback will not affect your community's ability to provide feedback later, or to formally appeal the flood hazard information during a future appeal period. To provide your comments or get answers to any other questions about this project, please contact the FEMA Project Officer, Marshall Rivers, either by telephone at(425) 381-3773 or by e-mail at marshall.rivers@fema.dhs.gov.
