KITTITAS COUNTY SOLID WASTE <br /> 2023 BUDGET NARRATIVE <br /> 2020 2021 2022 2023 <br /> Preliminary <br /> Budget 6,474,253 9,597,804 7,412,495 9,280,465 <br /> Totals <br /> #of 8 9 10 10 <br /> Personnel Requesting <br /> full time 1 full time <br /> #of 2 2 0 Requesting <br /> Personnel .4 FTE <br /> part time <br /> #of 4 5 5 5 <br /> Personnel <br /> Seasonal <br /> Kittitas County Solid Waste operates multiple facilities and programs including two Transfer <br /> Stations and Recycling Facilities, two Moderate Risk Waste Facilities and a Compost Facility to <br /> provide a convenient, cost effective and safe drop off collection system for the residents of <br /> Kittitas County. <br /> Not as visible to the County residents Kittitas County Solid Waste also operates, monitors and <br /> maintains additional facilities which include a Limited Purpose Landfill (CDL), Liquid Waste <br /> Lagoons, and a closed MSW Landfill. <br /> In addition to operating facilities Kittitas County Solid Waste also provides education to the <br /> public, and schools on disposal options,waste reduction, recycling, composting and alternatives <br /> to toxic substances, along with technical assistance to businesses. The office also handles the <br /> household fluorescent bulb recycling program, battery collection, syringe collection, and <br /> hazardous waste appointments, scheduled and unscheduled drop ins. <br /> The Solid Waste Main office handles the billing and accounts for all the facilities. In 2022, we <br /> manage over 1136 accounts, and process approximately $609,000 per month in payments on <br /> accounts and cash at the Transfer Stations. <br /> In 2016 the Solid Waste Department started a feasibility study to evaluate relocating the <br /> Ellensburg Transfer Station. The study was completed, and the siting process culminated with <br /> the recommendation to purchase property located on Highway 97. <br /> In 2019 we have been working with Jacobs Engineering and the City of Ellensburg on the Land <br /> use permits for the new location of the Ellensburg Transfer Station. In 2020 we completed the <br /> design for the utilities and road construction required by the City of Ellensburg. In October of <br /> 2021 the utility extensions and the minor collector road construction was completed which will <br /> allow us to finalize the short plat. <br />
