PURPOSE These Rules and Regulations are designed to protect the public health, safety, interest, and general welfare of the Operators, Lessees, Tenants, consumers, and users of the Bowers Field-Kittitas County Airport (Airport) and to restrict or prevent any activity or action which would interfere with the safe, orderly, and efficient use of the Airport by its Operators, Lessees, Tenants, consumers, and users. 2. INTENT Kittitas County (“County”), as the airport sponsor of Bowers Field (“Airfield”), has adopted these Rules and Regulations to provide guidance to all users of Airfield. It is in the interest and the intent of the County that those using the facilities and services will cooperate in keeping the Airfield safe, clean, and orderly. The County reserves the right to revise or amend these Rules and Regulations from time-to-time as necessary and as solely determined by the County. These Rules and Regulations do not supersede any requirements in any applicable law or regulation, and any provisions within the Kittitas County Code. 3. POLICY STATEMENT The Bowers Field Rules and Regulations includes by reference the following Guiding Documents. a. General Provisions and Definitions b. Leasing Policy c. Minimum Standards d. Applications, Permits, and Agreements e. Airport Rates and Fees Schedule f. Schedule of Insurance Requirements. Each of these documents may be updated and revised. Changes and amendments are incorporated by reference into this document 2. The effective date of the Rules and Regulations is the date the BOCC adopted by Resolution the Bowers Field Airport Rules and Regulations. Amendments, deletions, or changes will take effect on the day of adoption by the BOCC. 4. APPLICABILITY OF THE RULES AND REGULATIONS Rules and Regulations apply to all tenants, visitors, and airport users directly related to the Airfield portion of Bowers Field. 6 | P a g e 5. ENFORCEMENT The Airport Director has the authority to take such action as may be necessary to enforce these Rules and Regulations. Any violation of these Rules and Regulations shall be enforced in Accordance with the General Provisions as stated in Kittitas County Code, title 19. 6. WAIVER OF PROVISIONS The County may, in its discretion, waive any or all portion(s) of these Rules and Regulations for the benefit of any Government or Governmental Agency or Department, to include, but not limited to, performing air search and rescue operations, fire prevention and firefighting operations, or disaster response operations. During a declaration of war or national emergency the County shall have the r ight to lease the Airport, or the landing area, or any part thereof to the United States Government for military use. In such an event, the County may, in its discretion, waive any or all portion of these Rules and Regulations. Additionally, depending on the need of the United States Government, the County may restrict general aviation operations as needed, for the safety of persons and aircraft. 7. ACCESS TO, ENTRY UPON, OR USE OF THE AIRPORT Access to or entry upon the Airport shall be made only at locations designated by the Airport Director. Any permission granted directly, indirectly, expressed, or implied, to any person to enter upon or use the Airport is conditioned upon full and complete compliance with these Rules and Regulations and other Regulatory Measures. The arrival or departure of an Aircraft at the Airport shall constitute an agreement by the Aircraft Owner, the Aircraft Operator, Aircraft crew members, and Aircraft passengers to comply fully with these Rules and Regulations and other Regulatory Measures. Any person accessing, entering upon, or using the Airport shall defend, indemnify, save, protect, and hold harmless the County and the Kittitas County Board of County Commissioners, individually and collectively, and their representatives, officers, officials, employees, agents, and volunteers from any and all claims, demands, damages, fines, obligations, suits, judgments, penalties, causes of action, losses, liabilities, 7 | P a g e administrative proceedings, arbitration, or costs arising from or related to the person’s activities at the Airfield and/or the manner in which the Airfield is constructed, maintained, operated, managed, or used. Any person accessing, entering upon, or using the Airfield shall be fully and completely responsible for their actions and all actions of any person to whom they provide or facilitate access to, entering upon, or use of the Airfield, whether directly or indirectly, express, or implied. 8. RESTRICTED AREAS AND AIRPORT OPERATIONAL AREAS Access to Airport Operational Areas (AOA) is limited to persons under appropriate supervision, escort or as otherwise approved by the Airport Director. Access to the Restricted Area is limited to: a. Authorized Employees of the Airport b. Authorized County Employees c. Emergency Vehicles in the event of an emergency/or with the permission of the Airport Director. d. Owners/ Operators of Aircraft at the Airport e. Authorized Airport Tenants. f. Authorized Testing Companies/ High Altitude Test Teams All other visitors or airport users must obtain authorization from the Airport Director and may require an escort in Restricted Areas. Unauthorized vehicle access into any Movement Area/ AOA without permission is prohibited. 9. Security & Unauthorized Access Any suspicious activities within the airport property shall be reported via 911 to Public Safety and then to the Airport Director. Persons at the Airport shall fully comply with the security requirements established by the Guiding Documents. For persons employed by the County, Operators, Lessees, or Sublessees who have unescorted access to any Restricted Area, the County may require a background check. Security gates that provide access to the AOA shall be kept closed, locked, and secured except when actually in use. Hangar doors, offices, and modular buildings must remain closed, locked, and secured except when actually in use. 8 | P a g e Tenants shall prevent unauthorized access through gates following behind an approved vehicle, commonly known as “piggy-backing”. It is recommended that vehicles stop after entering a gate, to wait and ensure the gate closes securely behind them without the access of another vehicle. Tampering with, interfering with, disabling the lock, closing mechanism, or breaching any other security device at the Airport is prohibited unless authorized by the Airport Director. Persons who have been provided a code or device for obtaining access to a Restricted Area shall not, under any circumstances, divulge, duplicate, or otherwise distribute or convey the code or device to any other person unless authorized by the Airport Director. Lessees shall return their gate access card to the Airport Direct or at the end of their lease or following the sale or transfer of their hangar. Any damages to the Airport’s security fencing or gates shall be reported to the Airport Director. 10. Commercial Aeronautical Activities Any entity desiring to engage in a Commercial Aeronautical Activity at the Airfield should refer to the Minimum Standards for application and permit requirements and standards for specific types of commercial activity. Any entity basing or otherwise maintaining an Aircraft at the Airp ort shall not permit said Aircraft to be used for a Commercial Aeronautical Activity unless such Commercial Aeronautical Activity is expressly authorized by written Agreement. Any entity desiring to engage in Commercial photography or filming at the Airp ort shall obtain written authorization from the Airport Department prior to engaging in such activity. 11. Recognition of these Rules and Regulations All persons licensed to do business on or conducting business operations of any kind on the Airport shall keep a current copy of these Rules and Regulations in its office or place of business and make it visually available to all persons. Further, it shall be the responsibility of each "operator" to fully acquaint his/her clients and/or employees with these Rules and Regulations. Failure to abide by these Rules and Regulations may be grounds for expulsion from and denial of further use of the Airport and/or its facilities subject to review by Kittitas County Airport. 9 | P a g e 12. Accidents Any person involved in or witnessing an Aircraft or Vehicle Accident at or on the Airport resulting in any injury or death to person or damage to Property shall immediately call “911”. Such person shall also notify the Airport Operations, remain at the scene, and respond to the inquiries of Airport, AFD, and/or investigative personnel (i.e., provide the information requested by such personnel). No person shall tamper with an Accident scene or fail to comply with any directive issued by the Airport Director, Airport, AFD, Sherriff’s Office, DRFD, FAA, NTSB or any other Agency personnel having jurisdiction over the Accident scene. All reporting shall be consistent with 49 CFP Part 830. Unauthorized entry into Movement Areas to gain access to an Accident scene is strictly prohibited. 13. Fees and Charges All fees and charges shall be in accordance with Airport policies, standard procedures, and the terms and conditions of contracts between the County and the entity. All posted rates and charges will be approved by the BOCC. 14. Public Usage The Airport shall be open for public use at all times, subject to regulation or restriction due to weather, conditions of the landing area, the presentation of special events and like causes as may be determined by the Airport/Executive Director, and revocation of the right to use for violation of these Rules and Regulations as herein provided. 15. Common Use Areas The following are designated as common use areas: Landing areas, markers, lights, and other visual aids for aircraft guidance; electronic communication equipment and structures or mechanisms having a similar purpose for guiding, disseminating, or controlling aircraft; together with such aprons, ramps and aircraft parking areas shall be held for use, in common, by all persons flying or operating aircraft on the Airport. These areas shall be kept clear unless specifically assigned by the Airport Director. No person shall use any common use area for storing, repairing, servicing, or fueling aircraft or for any purpose other than flying and operating aircraft unless prior consent or authorization has been obtained from the Airport Director. Common use areas are subject to change. 16. Responsible Use 10 | P a g e The Airport Director may, at any time, take such action as may be deemed necessary in order to safeguard the public or property on the Airport. Any person causing damage of any kind to the Airport, or any fixtures thereof, shall be liable for such damage, to the Airport. 17. Pedestrians & Pets No person shall enter the airport’s taxiways or runways without prior permission from the Airport Director. All persons shall give way to aircraft and shall not impact aircraft operations. No person shall commit any disorderly, obscene, or indecent act or commit a nuisance on the Airport. Violators will be subject to citation and/or arrest by law enforcement authorities. All Pets must be under the custody and control of the owner and shall remain leashed at all times. 18. Ground Vehicle Movements For the purpose of these regulations, vehicles shall be defined as all conveyances, except aircraft, used on the ground to transport persons, cargo, or equipment. All vehicles shall be operated on the Airfield in accordance with the following general rules, except when given special instructions by the Airport Director or in cases of emergency involving danger to life or property. All vehicles shall be driven at a safe and reasonable speed, not to exceed 20 mph, unless otherwise posted, and utilize hazard lights. Vehicles transitioning from the west apron T-Hangar area to the East apron must exit the west gate and re-enter the airfield at the east gate. No unauthorized vehicle traffic should cross the apron area between the T-Hangars and the fuel island. All vehicles are to remain within the aprons and taxi lanes and are not to be driven on the airport’s taxiways or runways, unless equipped with appropriate signage, hazard lights or rotating amber beacon, with Unicom radio communication, and with prior permission from the Airport Director. All vehicles are to give-way to aircraft and emergency vehicles. Aircraft have the right-of-way, at all times, followed by emergency vehicles. No person under the influence of liquor or narcotic drugs shall operate a motor vehicle or aircraft of any kind on the Airport. Violators will be subject to citation and/or arrest by law enforcement authorities. No unregistered, or uninsured vehicle, or unlicensed driver shall operate on the Airport. 11 | P a g e 19. Vehicle Parking All motor vehicles shall be parked in designated vehicle parking areas or adjacent to their leased hangars. Tenants of T-hangars may park their vehicle in their unit for the duration of time that the aircraft is absent. Vehicles shall be parked in a manner as to not penetrate the object free area of a taxilane/taxiway, or in an area that may impact aircraft movements. No long-term storage of vehicles at the Airport. Unauthorized or abandoned vehicles may be towed and impounded at the owner’s expense. Airport tenants are responsible for vehicle parking of their clients, visitors, and employees within their leased areas. Person’s parking vehicles on the Airfield do so at their own risk and further agree that their vehicles may be entered and/or moved by airport personnel when it becomes necessary for airport maintenance, emergencies, or standard airport operations (snow removal, mowing, etc.). 20. Fire Safety No personnel shall conduct any open flame operations in any hangar, or building, or part thereof unless specifically authorized by the Airport Director. This shall also include electric heater elements when fuel vapors are present. 21. Storage and Transportation of Flammable Materials No persons shall keep or store any flammable materials on the Airfield or in any building on the Airfield except in the following manner: In proper receptacles installed in the aircraft. In rooms and areas approved by the Airport. In the case of lubricating oils in T-hangars, an appropriate amount for necessary routine aircraft maintenance that does not create a fire hazard Bulk fuels and other flammable materials must be transported into the Airport in tank trucks or other acceptable containers approved by the fire underwriter's code. 22. Private Fuel Storage & Dispensing Private fuel brought onto and dispensed at the Airport may be subject to fuel flowage fees, assessed by the County. All fuel deliveries, including fuel brought onto the airport by the lessee shall be reported to the Airport Director. No fueling operations (fueling or defueling) shall be conducted in any building on the Airport. Hot Fueling is prohibited except by owner/operator providing own equipment in a location specified by the Airport Director. 12 | P a g e No fueling equipment or storage containers shall be stored in any building. Unless authorized through special fueling procedures approved by the County, no aircraft shall be fueled or defueled when: One or more engines is/are running. Avionics and electrical equipment should comply with manufacturer's instructions during fueling. During fueling or defueling, the aircraft and dispensing apparatus shall be grounded to a point or points of zero electrical potential or bonded with fuel vehicle. Fueling hoses and equipment shall be maintained in a safe, non -leaking condition, adequately marked/labeled, and all dispensed fuel will be pre-filtered. All fueling operations will comply with current National Fire Protection Association (NFPA) regulations and any other applicable law or regulation. All fixed point and mobile aviation fuel storage/dispensing systems are required to have adequate fuel spill prevention features and containment capabilities, supported with an approved fuel Spill Prevention Countermeasures and Control Plan (SPCC). Fuel spill cleanup is the responsibility of the fueling operator. Fueling operators are required to develop a fuel spill cleanup plan within the SPCC, which minimizes the possibility of ignition of spilled flammable fuel and prevents the introduction of fuels into the storm water or sewer systems. Cleanup plans shall include an adequate supply of approved absorbent materials and non-spark equipment to handle fuel spills. 23. Waste, Recycling, and Debris Tenants are responsible for the disposal of waste, recycling, or other debris within their leased areas. Receptacles shall be secured and located within a tenant’s leased area. No burning or dumping of waste materials is permitted within Airport property. Lessees shall provide suitable receptacles with covers for the storage of oil, waste oil, contaminated/soiled rags, or other rubbish. 24. Hazardous Materials No person shall store, keep, handle, use, dispense, discharge, or transport at the Airport any Hazardous Materials in contravention of any Regulatory Measure. Proper permits must be obtained from the Agency having jurisdiction, the County must maintain copies on file for review, and prior notification must be given to the Airport Director. 13 | P a g e At least 24 hours advanced notice shall be given to the Airport Director to permit full investigation and clearance for any operation requiring a waiver of this provision. Permission may be given to movements of Hazardous Materials only when such materials are properly packed, marked, labeled, and limited as required by Regulatory Measures and only if such materials will not create a hazard to persons or Property at the Airfield. If the storage of Hazardous Material at the Airfield is approved, such material must be placed in suitable receptacles designed specifically for storage of Hazardous Materials with self-closing, tight-fitting, leak-proof lids, which are properly secured. The County and the Fire Department shall maintain material Safety Data Sheets (MSDS) for all Hazardous Materials on-site to be Readily Available to emergency responders in the event of an emergency and for review, at any time. No person shall use, keep, or permit to be used or kept, any foul or noxious substance or material at the Airfield. Hazardous Materials (including used or spent Fuel, oil, lubricants, grease, dope, paint, varnish, lacquer, solvent, acid, and any other hazardous liquids or fluids) shall be disposed of in a manner consistent with the practices recommended by the NFPA and in full compliance with these Rules and Regulations, the Airport’s SPCC plan, the BOCC’s directives, and Regulatory Measures. Hazardous Materials shall not be disposed of or dumped in drains, on Aprons, in catch basins, in ditches, or elsewhere at the Airport. All empty cans, jars, bottles, and other containers for Hazardous Materials shall be removed from the Airfield in a timely manner, as determined by the BOCC, and shall not remain on the floor, wall stringers, or overhead storage areas of Hangars, offices, shops, or other buildings. Hazardous Materials shall not be stored in close proximity to operating Aircraft, Vehicles, equipment, or sources of heat nor be in excess of amounts needed as current inventory. All Hazardous Material shall be kept enclosed in a clearly marked and properly labeled container, the type and design of which must meet the approval of the BOCC and the Fire Department. Secondary containment is required for the storage of Hazardous Materials being stored in tanks, drums, or other similar storage receptacles. Fuels or deicing fluids in containers greater than 55 gallons shall not be stored at the Airfield without providing prior notification (and a copy of an SPCC plan to) the BOCC and the Fire Department. 14 | P a g e No Hazardous Materials (i.e., fuel from Aircraft sump drains) shall be disposed of on the ground or into the air at the Airport during Aircraft preflight inspections. Any person who experiences a release of Hazardous Materials shall fully comply with the Environmental (Hazardous Materials) Clean Up section of these Rules and Regulations and Regulatory Measures 25. Environmental (Hazardous Materials) Clean Up The party responsible for an environmental incident, Hazardous Materials overflow, or spill (regardless of the amount of the overflow or spill) shall take appropriate action to contain the overflow or spill, notify the Fire Department, and clean up, mitigate, and remediate the site. In the event the Airport Director determines the responsible party is unavailable or unable (or if the responsible party, after being notified by the County, refuses or fails) to take the appropriate action to mitigate the adverse environmental incident in a timely manner, the Airport Director may take action and/or employ those services that are required to control and/or clean up the site at the risk, cost, and expense of the responsible party, without liability to the County. 26. Snow Removal Unless otherwise agreed to by the Airport Director, snow removal within leased areas is the responsibility of the lessee. Snow removal operations by Airport Personnel will be in accordance with the Airport’s Snow Removal Plan with the highest priority of maintaining the runways and taxiways. It is the responsibility of the lessee to perform snow removal within their leased vehicle parking areas and associated public sidewalks. Any chemicals used for deicing and anti-icing within the AOA must be safe and non- corrosive to aircraft and be coordinated and approved by the Airport Director prior to use. 27. Smoking No smoking is permitted within the AOA or within hangars. Outside the AOA, smoking is not permitted within a distance of 25 feet of public places or places of employment, in accordance with RCW 70.160.075. 28. Emergency Conditions Emergency conditions at the Airport shall not mitigate or cancel these Rules and Regulations. 15 | P a g e Operational authorizations issued under these Rules and Regulations, section 10 of this document, shall be rendered invalid until the emergency has been fully and completely resolved and normal operations have resumed at the Airport. The Bowers Field Airport Emergency Plan establishes procedures and responsibilities in the event of an aircraft emergency, accident, or other incident at the airport. Any additional emergency directives or procedures needed may be issued at the discretion of the Airport Director. The Airport Director shall determine when normal operations may resume. 29. Special Events Special events such as air shows, air races, fly-ins, sky diving and all events requiring the general use of the Airport shall be held only upon prior approval of the Airport Director and BoCC on such dates, in such areas and upon such terms and conditions as shall be specified by the Airport Director. 30. Solicitations & Advertisements No person shall solicit funds for any purpose on the Airfield without permission of the Airport Director. No person shall post, distribute, or display signs, advertisements, circulars, printed or written matter at the Airfield without the prior approval of the Airport Director, and only in such a manner as prescribed, except within leased buildings. 31. Remedy of Injunction In addition to all other rights and remedies provided in these Rules and Regulations , the County shall have any and all other remedies at law or in equity, including the equitable remedy of injunction, to enforce these Rules and Regulations. 32. Weapons Any weapons (including, but not limited to, firearms, tear gas, mace, pepper spray, or similar materials or substances) or explosives in Public Areas of the Airport may only be possessed and handled in accordance with all applicable federal, state, and local laws. Discharge of any weapon on the Airfield is strictly prohibited, except in the performance of official duties, in the lawful defense of life or Property, or by authorized personnel for purposes of wildlife management. AIRCRAFT OPERATIONS 1. Aircraft Movement Pilots must announce their intentions on UNICOM frequency 123.00, if so equipped. 16 | P a g e All operators must comply with all pavements marking and signage at the Airport. No aircraft shall be taxied or towed outside the Airport Operations Area (AOA) without prior approval of the Airport Director. Aircraft that are trailered for routine ground transport are excluded from this requirement, although these operations are subject to all applicable airport rules and traffic ordinances. Any person who operates an aircraft in a reckless or erratic manner resulting in damage to individuals or property will be held financially liable. Aircraft not equipped with wheel brakes must have wing-walkers when taxiing in the area of buildings or other aircraft. Aircraft will be taxied or moved with caution not to exceed 20 m.p.h. or as posted while in the AOA. Aircraft shall not be taxied into, out of, or within any structure at the Airport. Taxiing Aircraft shall yield the right-of-way to Emergency Vehicles. Aircraft shall only be taxied or towed in areas normally used for operation of Aircraft unless the Airport Director has provided prior written approval. No person may taxi an Aircraft on the Airport until they have ascertained that there is no danger of collision with any persons or objects. All aircraft being taxied, towed, or otherwise moved on the airport will proceed with navigational lights on during the time between sunset and sunrise. 2. Aircraft Parking Aircraft will be parked in those areas and spaces designated by the Airport Director and under the following conditions: Aircraft shall be parked is such a manner as to be completely contained within the parking or Tiedown space and shall not be positioned in such a manner so as to block a Runway, Taxiway, Taxilane, or obstruct access to Hangars, parked or staged Aircraft, parked or staged Vehicles, equipment, gates, or Fuel storage facilities. Each operator and tenant shall be responsible for the orderly parking of aircraft and for the cleanliness of the area he/she uses. Each aircraft owner will be responsible for the aircraft's security of tie-down and all mechanisms of fastening. Owners/Operators of transient aircraft located on the airport for extended stays 17 | P a g e (greater than seven consecutive days) are required to establish a parking agreement with the airport office. It will be the individual's responsibility to coordinate tie- down assignments and any applicable fees with the airport's designated agent, normally the ASP. It will be the responsibility of the aircraft's operator to contain any oil or fuel leakage of a parked aircraft. Repairs of any damage resulting from failure to observe proper containment of such leaks shall be made at the expense of the aircraft owner and in accordance with Local, State and Federal laws, rules, and regulations. No aircraft shall be left unattended on the Airport unless properly secured or within a hangar. Owners of such aircraft shall be held responsible for any damage resulting from failure to comply with this rule. 3. Aircraft Cleaning No person shall use flammable or volatile materials in the cleaning of aircraft, vehicles, equipment, or accessories, unless such cleaning operations are conducted in open areas as designated or in a room specifically set aside for this purpose. Said room must be equipped with adequate, readily accessible fire extinguishing apparatus. 4. Changing of Oil Persons changing oil in aircraft engines shall be responsible for the disposition of the waste oil. Because of ecology and contamination, no oil will be disposed of on the Airport in any manner. Used or spent engine oil shall be disposed of only at waste oil stations or approved disposal points. 5. Disabled or Non-Airworthy Aircraft Only Aircraft considered airworthy by the Federal Aviation Administration (FAA) shall use the Airfield for Aircraft parking, staging, or storage. Aircraft may undergo major renovation or restoration at the Airfield as long as the Aircraft is stored in a Hangar approved for such Aircraft Maintenance. The Aircraft Owner or Aircraft Operator shall promptly remove aircraft that are non - airworthy from the Airfield unless otherwise authorized in writing by the Airport Director. Aircraft Owners or Aircraft Operators shall be responsible for the safe and prompt removal of disabled Aircraft and any part thereof from a Movement Area to a designated Non-Movement Area, unless otherwise required or directed by the County, FAA, National Transportation Safety Board (NTSB), or Agency having jurisdiction. 18 | P a g e In the event the Airport Director determines the Aircraft Owner or Aircraft Operator is unavailable or unable (or if Aircraft Owner or Aircraft Operator, after being notified by the County, refuses or fails) to remove the disabled or non -airworthy Aircraft in a timely manner the Aircraft may be removed by the Airport Director at the risk, cost, and expense of the Aircraft Owner or Aircraft Operator, without liability to the County for damage arising from, out of, or related to, such removal. Abandoning an Aircraft anywhere at the Airport is prohibited. The Airport Director may, at the risk, cost, and expense of the Aircraft Owner, remove Abandoned Aircraft without liability for damage arising from or out of such removal. 6. Based Aircraft Registration All pilots who base their aircraft at the Airport must provide the following information to the Airport Director: • Aircraft Make/ Model • Aircraft Registration Number • Aircraft Owner Name, Address, and Phone Number • Emergency Contact Information • Proof of Liability Insurance 7. Rotorcraft Operations Rotorcraft shall park and/or operate only in areas designated for rotorcraft operations by the Airport Director. Rotorcraft shall not be operated within 50 feet of any building or Fuel storage facility. Rotorcraft shall not be operated within 100 feet of any area where Light Aircr aft are parked or operating. Rotorcraft performing auto-rotations for practice or testing purposes must do at an area approved by the Airport Director. Pilots must communicate and confirm maneuvers on UNICOM frequency 123.00. Hover taxing shall be conducted only over paved surfaces at the Airport. 8. Restricted Activities Aircraft Operators shall provide advance notification to the Airport Director before engaging in any of the following activities at the Airport and shall conduct these 19 | P a g e activities in accordance with the specific requirements stipulated by the Airport Director: • Use of motorless Aircraft: The landing upon or towing f rom the Airport of gliders and other certificated motorless Aircraft. • Use of Ultralight Vehicles: The landing upon or taking off from the Airport of Ultralight Vehicles. • First or test flights of experimental aircraft including ground demonstrations. • Use of lighter-than-air Aircraft: The landing upon or taking off from the Airport of airships, dirigibles, blimps, balloons, and other certificated lighter-than-air Aircraft which utilize gasses or hot air to provide lift. • Banner or glider towing: The landing upon or taking off from the Airport of Aircraft that tow banners, gliders, or other devices. • Sky diving, parachuting, or powered parachute operations. • Standalone engine testing. • Operation of Aircraft with a maximum certificated takeoff weight in excess of the published weight bearing capacity for the Runway(s) and/or Taxiway(s). • Use of an Aircraft with an ejection seat. • Transportation of Hazardous Materials: Landing or taking off with flammable, explosive, or corrosive materials, except those which are carried aboard (and necessary) for the operation of the Aircraft or use by crewmembers or passengers 9. HANGAR USE/STORAGE Private, corporate or T-Hangars are solely designed to house and store aircraft and aircraft related equipment. Any object, equipment or vehicle that prevents an aircraft from being stored in a hangar is not allowed. Lessee shall not store on the PREMISES any inoperable vehicles or equipment, discarded or unsightly materials, or materials likely to create a hazard. Lessee shall not use hangar for primary storage of household items, vehicles, RV’s, Boats, or Trailers. And shall not use areas outside of enclosed buildings for storage.
