BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON ORDINANCE NO. 2021- 006 AN ORDINANCE RELATED TO A SALES AND USE TAX FOR MENTAL HEALTH PURPOSES AS AUTHORIZED BY RCW 82.14.460 WHEREAS, RCW 82.14.460 provides for a sales and use tax whose proceeds are to be used for chemical dependency, mental health treatment, or therapeutic courts; and WHEREAS, after due notice, the Kittitas County Board of County Commissioners met at 6:00 p.m. on April 14, 2021 to consider the matter; and WHEREAS, the Kittitas County Board of Commissioners finds that such a tax is in the county's best interest. NOW, THEREFORE, BE IT ORDAINED that the Board of County Commissioners hereby, pursuant to the provisions of RCW 82.14.450, directs that the question of whether or not to impose such a tax be placed before the county voters in the next general election, and hereby approves the following ballot title: PROPOSITION NO. 1 KITTITAS COUNTY SALES AND USE TAX FOR CHEMICAL DEPENDENCY OR MENTAL HEALTH TREATMENT OR THERAPEUTIC COURTS The Board of County Commissioners passed Ordinance 2021-005 providing that the question of imposing a tax for the operation and delivery of chemical dependency or mental health treatment or therapeutic court programs and services be put to the voters. RCW 82.14.460 authorizes such a sale and use tax. The tax cannot exceed one-tenth of one percent of the selling price in the case of a sales tax, or value of the article used, in the case of a use tax. This proposition authorizes the imposition of such a tax. Said tax, if approved by the voters, shall end after five (5) years unless further authorized by public vote or legislative body approval.
