BACKGROUND INFORMATION <br /> Proposal: A Road Variance application from Maureen Pence, President of the Elk Meadows <br /> HOA, is seeking a variance to the 2024 Kittitas County Road Standards for a bridge and roadway <br /> located near parcel 560734 who's address is 220 McElroy Rd, Cle Elum, WA. The bridge serves <br /> as the single access for 95 lots. The Applicant is seeking a variance from code 12.04.07.060: <br /> Design Requirements, 12.04.04.040: Public Roads, and 12.04.06.040: Bridge and Major Drainage <br /> Structure Design Standards for the existing Elk Meadows Bridge on McElroy Rd due to its speed <br /> limit and restrictions in bridge width and bridge construction. <br /> Proposed Mitigation: On-going maintenance and additional signage have been proposed for this <br /> Road Variance application. Additional signage includes reducing speed limit sign to 10MPH, <br /> increased stop sign sizes on all four corners of the Elk Meadows Bridge, and a One-Lane Bridge <br /> Ahead sign in each direction. Per 2024 Kittitas County Road Standards 12.04.04.040: Public <br /> Roads, 25MPH is the minimum speed limit. <br /> History: The Elk Meadows Bridge on McElroy Rd is a private bridge and has been in service since <br /> 1963 and has served as the only access point for lots off McElroy Rd, Morning Dove Ln, Heron <br /> Dr, and Nighthawk Ln. The above-mentioned roads are only accessible from Elk Meadows Rd, <br /> which is a private/members only access. The current signed speed limit is 15MPH across the <br /> bridge. The Elk Meadows Bridge on McElroy Rd carries all of Kittitas Co. Water District 5 fresh <br /> water supply lines under the deck, between the girders. The Elk Meadows Bridge currently <br /> serves as a one-lane bridge with stop signs on both sides of the bridge and pull-out space on <br /> either side of the bridge to allow passage. There is currently an application with Kittitas County <br /> for road maintenance activities to repair existing structures associated with the road and a <br /> permit for Hydraulic Permit Approval that is pending through WDFW. The existing Elk Meadows <br /> Bridge on McElroy Rd utilizes heavy timber rails that are not in compliance with 2024 Kittitas <br /> County Road Standards 12.04.06.040: Bridge and Major Drainage Structure Design Standards. <br /> Furthermore, the width of the bridge does not meet Standards under 2024 Kittitas County Road <br /> Standards 12.04.07.060: Design Requirements. Current roadway width is 10 feet between the <br /> timber curbs. The timber curb is 12" wide by 8" high. The clear distance between the timber <br /> rails is 11.67 feet.
