WA.us <br />Office (509) 962-7506 <br />"Building Partnerships — Building Communities" <br />STAFF REPORT <br />TO: Kittitas County BOCC <br />FROM: Jamey Ayling, Planning Manager <br />HEARING DATE December 11, 2023 <br />SUBJECT: 2023 Kittitas County Annual Docket of Comprehensive Plan and Code <br />Amendments Public Hearing <br />This public hearing is being held to review and make decisions on the items docketed for the 2023 Annual <br />Amendment of the Kittitas County Comprehensive Plan and Kittitas County Code. This year's docket <br />includes code amendments, comprehensive plan amendments and citizen requested amendments. This <br />staff report summarizes each proposed Kittitas County Code amendment and includes relevant <br />documentation and proposed policy for your consideration. <br />The record for each proposed docket item includes the recommendations from staff and the Planning <br />Commission regarding approval or disapproval of the proposals. <br />The public has had access to the proposed docket items at the Kittitas County Community Development <br />Services Comprehensive Plan web page, http://www.co.kittitas.wa.us/cds/comp-plan/default.aspx. One <br />printed copy has also been available for viewing at the Community Development Services front desk at: <br />Community Development Services <br />411 North Ruby Street, Suite 2 <br />Ellensburg WA 98926 <br />There are fifteen (15) items being considered for amendment, either within the Kittitas County Code or <br />Kittitas County Comprehensive Plan. In summary, the proposed amendments include: <br />1. Docket Item 1 — This item was proposed by Commissioner Osiadacz, this amendment proposes <br />to amend KCC 17.08 definitions and 17.15 allowed uses ADU, gaining compliance with House <br />Bill 1337 allowing 2 ADUs per parcel in UGA's and allowing greater flexibility in administering <br />the ADU code. <br />2. Docket Item 2 — This item was proposed by Kittitas County Community Development Services <br />staff. This item proposes amending KCC 17 to remove the 2.5 stories in zoning height restrictions <br />and keep the 35 foot height limit. <br />3. Docket Item 3 — This item was proposed by Commissioner Wright, to change the land use and <br />zoning designation of parcel 10970 (Jhana Jordan property) to Rural Residential land use and <br />Rural 5 zoning to allow for property to be included in the UGA in the future. <br />BOCC 2023 Annual Docket Public Hearing Staff Report Page 1 <br />December 11, 2023 <br />
